The successful candidate will join the Maritime Land Systems & Sensors Division supporting a vast portfolio of DoD-based programs under the Marine Systems Business Unit. Manages as well as oversees and coordinates requirements assignments across the Division. Manages and hosts information sharing sessions and roundtables across the division. Supports and leads special projects that requires advanced knowledge and experience of Supply Chain planning and procurement processes.  Participates in proposal efforts including complex source selection, strategic supplier management and negotiations. Provides mentorship and training to junior team members with procurement processes, including Compliance. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Will function as Compliance Council Liaison. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. This position is available for remote work or Sunnyvale, CA.

Basic Qualifications

Bachelor degree and 15+ years of work experience in supply chain, contracts, or business management; government or related experience.

Advanced knowledge of Supply Chain planning, procurement and subcontracts principles and practices.

Strong communication skills (verbal and written), time management skills, and information management skills.

Strong problem-solving skills leading to innovative solutions.

Detail oriented, strategic thinking, and analytical.

Demonstrated interpersonal and people leadership skills; ability to leverage professional relationships

Proven multitasking ability; resilience when faced with multiple deadlines and competing priorities ​

Preferred Qualifications

Past experience performing successfully in a buying, supply chain planning, or supply chain program management role

Active Security Clearance or ability to obtain a Security Clearance

Knowledge of U.S. government and industry supply chain practices

Experience with Earned Value Management (EVMS) or prior CAM (Control account Manager)

Demonstrated experience with compliance and problem solving

Working knowledge of SAP or 1ERP

Expertise in MS Word, Excel, and PowerPoint

Masters degree and 13+ years of supply chain, contracts, business management or related experience

The individual with be a key contributor to the continuous improvement and streamlining of common GSC processes

Maintains strong, positive interoffice and stakeholder relations. Represents GSC in cross-organizational workgroups, communities of practice, project teams, etc.

Facilitate change within the organization, to achieve competitive advantage for the business.

Salary Range: $117,200 USD - $193,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
