With our competitive pay and comprehensive benefits, we have the right opportunities to fit your life and launch your career.  Northrop Grumman Mission Systems sector is seeking an Operating Unit (OU) Contracts Manager to join our team of qualified, diverse individuals. This position is based in Sykesville, MD and is not 100% remote. Some amount of work from in-office will be required depending on evolving business needs into 2022. The Operating Unit Contracts Manager will provide contractual strategy leadership, as well as manage all contract administration efforts for the Power/Control Systems (P/CS) Operating Units’ Advanced Controls Systems business portfolio consisting of a varied portfolio of contract types; including, FFP, CPFF, CPIF, and T&M, for multiple customers to include US Government, Prime and Sub-tier contractors. This position will report to the Manager of Contracts within the P/CS Operating Unit.

Responsibilities include:
•    Daily operations of an Organizational Unit (OU) with direct supervision with mentoring for knowledge development of staff, assignments with schedule prioritization. Provide Organizational Unit overview to direct Manager and direction to direct reports and the extended team broadly, using established policies, procedures and precedent.
•    Leading proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for contract acquisition in accordance with company policies and procedures, legal requirements, and customer specifications.  Experience negotiating and administering various contract types of varying sizes as well as Non-Disclosure Agreements (NDA’s) and other agreements. 
•    Development, mentoring and shaping long term professional growth and providing sound business strategy.
•    Primary interface with USG contracting officers and other customers relative to contractual issues.
•    The candidate may also conduct briefings for internal and external customer meetings. 
•    Processing specifications, progress, and other reports; advising management of contractual rights and obligations, compiling and analyzing data, and maintaining historical information.

Basic Qualifications:
•    Bachelor's degree and 9+ years or a Master’s degree with 7+ years and 3+ years of relevant Contracts experience or 13+ years of relevant Contracts experience in lieu of the degree.
•    Knowledge of FAR/DFARS and associated Federal Contracting Regulations is a must with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.
•    Demonstrated success in leadership roles. Ability to build strong customer intimacy, mentor and train employees as well as other program functions.
•    Working knowledge with various contract types of varying values and customers as well as  Agreements such as  NDA’s, Teaming Agreements and Other Transactions (OTA’s) other agreements. 
•    Experience working with internal and external stakeholders to achieve contract and business objectives.
•    Knowledge and proficiency using Microsoft Office Suite of Applications.
•    Working Knowledge of Excel and Work Day. 

Other Preferred Qualifications:
•    Knowledge and proficiency using SAP.
•    Excellent oral and written communication skills and the ability to successfully interface with all levels of an organization 
•    Experience working with a variety of US Government, Prime and Sub-tier contractors and the ability to build strong customer relations. Strong working knowledge of Prime commercial terms a plus.
•    Active DoD Secret Security Clearance; a Top Secret a Plus. 


Salary Range: 92500 - 138700

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
