Northrop Grumman Defense Systems (NGDS) is seeking a skilled, knowledgeable, and highly motivated Staff Intelligence Model & Simulation (M&S) Subject Matter Expert (SME) for the Requirements Team within the Joint Training Synthetic Environment (JTSE) Research & Development (R&D) Contract Support Team in support of the Joint Staff J7 (JS J7) Deputy Director Joint Training (DD JT) Environment Operations Division (EOD).
The selected candidate will support the JTSE R&D Contract Support Team which provides management, requirements analysis, and development expertise to the JS J7 DD JT JTSE modernization efforts tied to Joint Live Virtual Constructive (JLVC) Modernization, Joint Tactical Terminal (JTT) development, JLVC federation integration and sustainment, and Joint Operational Training gaps and solutions analysis.
Responsibilities:
Analyzes and provides recommendations on issues dealing with disciplines such as military command, control, and communications, non-kinetic operations and effects, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTPs), force planning, and training exercises
Coordinates with the intelligence (M&S) community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives as they relate to the JLVC Modernization initiative
Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to train the intelligence capabilities of a force
Compares, analyzes, and evaluates the relative merits of JLVC Modernization project designs and alternatives
Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from wargames, experimentation, and studies, to M&S system design and development
Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems
Provides extremely high-level SME support regarding Combatant Command (CCMD) and other Joint exercises
Maintains a working knowledge of the JS J7 Joint Warfighting Concept and applies the concepts to gathering, analyzing, and managing Joint Operational Training gaps and associated solutions in support of JLVC Modernization
Maintains familiarity with the JS J7 supported Joint Event Life Cycle (JELC) events and interact with JELC participants for the purpose of demonstrating and promoting JTT development efforts and identifying Joint Operational Training gaps in support of JLVC Modernization
Maintains a working knowledge of systems under development within the DD JT Environment Operations Division (EOD) to include current JTT functionality and an understanding of proposed system characteristics and future functionality
Conducts JTT user engagements and represents the user community in discussions with DD JT EOD and software developers concerning design and functionality
Identifies, categorizes, and conducts analysis that examines Joint Operational Training gaps, requirements, and solutions
Assesses the impact of programmatic and technical options on validated Service Joint Training gaps
Prepares reports and briefs summarizing emerging requirements, scheduled capability development, and investments for Joint and Service Joint Training programs
Plans, coordinates, facilitates, and documents several JS J7 DD JT coordination boards, working groups, and planning teams that support and advance the joint training community of interest and capability development efforts
Designs and prepares reports, papers, and related documentation; organizes information and records results using collaborative tools such as Jira and Confluence
Prepares and delivers presentations and briefings for senior leaders and managers
Basic Qualifications:
One of the following:
Bachelor’s degree with a minimum of 14 years of intelligence, exercise design, and/or M&S experience
Master’s degree with a minimum of 12 years of intelligence, exercise design, and/or M&S experience
Strong background in planning and directing Intelligence, Surveillance and Reconnaissance (ISR) assets
Recent experience in the analysis of intelligence related training requirements and the development of an integrated M&S approach using the JLVC federation to deliver realistic training across the spectrum of warfare
Relevant operational experience and direct experience with JS J7 supported CCMD and other Joint exercises
Experience in integrating intelligence simulation models into the JLVC federation in support of Joint and Coalition exercises at the operational and strategic levels
Must have a U.S. Department of Defense (DoD) Top Secret security clearance with single scope background investigation (SSBI)
Must be able to travel as needed (up to 25% of the time)
Must be able to work on-site in Suffolk, Virginia
Preferred Qualifications:
Ability to conduct extensive research and synthesis as well as communicate at the executive level
Strong analytical skills and attention to detail
Ability to effectively communicate with technical and non-technical audiences
Ability to identify new organizational, technological, and employment constructs for intelligence planning and execution practices, and incorporate them into the M&S environment
Experience with military planning (e.g., Joint Planning Process) and project management
Ability to coordinate with government and external contractor stakeholders to clarify objectives and identify and solve a variety of problems
Experience using Microsoft 365 apps and service with a high degree of proficiency with Microsoft Teams, SharePoint, Word, PowerPoint, and Excel
