Northrop Grumman Defense Systems is seeking a Risk Management Framework Lead 1 to support the
Revolutionary IT Services program at the US Army Corps of Engineers (USACE) in the following location: Vicksburg MS In this position, you will:
  • Perform assessments of systems and networks within the networking environment or enclave and identify where those systems and networks deviate from acceptable configurations, enclave policy, or local policy.
  • This is achieved through passive evaluations such as compliance audits and active evaluations such as vulnerability assessments.
  • Establish strict program control processes to ensure mitigation of risks and supports obtaining certification and accreditation of systems. Includes support of process, analysis, coordination, security certification test, security documentation, as well as investigations, software research, hardware introduction and release, emerging technology research inspections and periodic audits.
  • Assist in the implementation of the required government policy (i.e., NISPOM, DCID 6-3), make recommendations on process tailoring, participate in and document process activities.
  • Perform analyses to validate established security requirements and to recommend additional security requirements and safeguards.
  • Support the formal Security Test and Evaluation (ST&E) required by each government accrediting authority through pre-test preparations, participation in the tests, analysis of the results and preparation of required reports.
  • Document the results of Certification and Accreditation activities and technical or coordination activity and prepare the system Security Plans and update the Plan of Actions and Milestones POA&M. periodically conduct a complete review of each system's audits and monitor corrective actions until all actions are closed.

Basic Qualifications:
  • A Bachelor's degree from an accredited university and a minimum of 5 years of related work experience
  • Possess active IAM Level II certification – Cybersecurity Workforce level per requirements of DoD 8570.01M (CAP, CASP+ CE, CISM, CISSP (or Associate), GSLC, CCISO)
  • Minimum of  5 years of experience with network and cloud systems. Previous C&A experience, including RMF and DoD information systems.
  • Experience in implementing and enforcing IT security policies and procedures and reviewing IT security requirements to determine impact to existing procedures.
  • Fully competent in the execution of RMF system requirements, capable of identifying vulnerabilities and risks of IT systems and ability to write necessary get-well plans for any deficiencies that cannot be immediately corrected
  • Demonstrated ability to  recommend solutions with little or no supervision
  • Active DoD Secret clearance. US Citizenship required.

Preferred Qualifications:
  • A Bachelor's Degree in Computer Science, Cybersecurity or a related technical field
  • Minimum of  10 years of experience with network and cloud systems. Must have previous C&A experience, including RMF and DoD information systems.
  • Experience providing information assurance, engineering, or operational support to the DoD, including supporting information operations, cyber operations, system administration, and systems security.
  • Experience evaluating the cyber compliance of a system against current Risk Managed Framework (RMF) and DoD Cybersecurity policies.
  • Knowledge of applicable regulations, including DoD 8500.02, DoD 8510, NIST SP 800-37, NIST SP 800-53 or 53A, NIST SP 800-30, or CNSSI 1253.
