Northrop Grumman Defense Systems is seeking an Agile/ SCRUM Master to join our team of qualified, diverse individuals. This position will be located in Washington, DC. The qualified applicant will become part of Northrop Grumman's US Departmaent of State (DOS), Bureau of Administration, and Information Technology Services Division of the Executive Office (A/EX/ITS’s’s) team. This is a contract to provide the US Department of State with highly-skilled and qualified personnel to provide high quality, “state of the art” application development activities to be performed in support of A/EX/ITS systems and applications, leveraging an integrated and scalable framework to meet ITS’s vision and requirements, leveraging Agile/SCRUM or a hybrid development methodology supported by a DevOps framework. Roles and Responsibilities may include:

• Facilitates a software development product owner, team, and ITS on how to use Agile/Scrum concepts, values, practices, and principles focusing on improving team effectiveness.
• Leads discussions and decision-making, assists in mediation of conflict resolution, plans deliverables and help teams monitor performance, and resolves issues that hinder the teams’ work.
• Able to communicate effectively and clearly present technical approaches and findings.
• Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations.
• Develop technical solutions to a wide range of complex problems which require the regular use of ingenuity and creativity, thorough, practicable, and consistent with organization objectives.
• Contributes to the completion of specific programs and projects, within budget and meets technical requirements of the assignment.
• Complete understanding and wide application of technical principle, theories, and concepts in the field.
• Applies Agile/SCRUM methodologies in the support of rapid prototype development and continuous service delivery.
• Using an agile development process to achieve results through continuous capability enhancement, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized.
• Maintain a tracking tool and metrics to monitor progress against the Agile Development Management Plan (ADMP).

Basic Qualifications:

• BA/BS degree in Computer Science, Information Technology, or related field and nine years of professional experience.
• Must be a US Citizen and have an active Secret Clearance
• Experience in Scrum Team roles, either as a Scrum Master or Product Owner
• Experience with working in a fast paced, agile environment with the ability to work on cross-function Scrum team focused on quality and capability delivery

Preferred Qualifications:

• Top Secret security clearance
• Demonstrated professional experience and proficiency in Azure DevOps.
• Complete understanding and wide application of technical principle, theories, and concepts in the field.
• Experience supporting ServiceNow or Azure implementation
• Excellent presentation and communication skills in both oral and written form
• Ability to manage dynamic deadlines and adaptability to shifting priorities
• Demonstrated ability to effectively coordinate and collaborate with clients
• Demonstrated ability to conduct thorough needs analysis and implement solutions to drive business outcomes
• Attention to detail and maintaining proactive communication
• Ability to critically review feature requests and make alternate proposals as needed
• Excellent problem-solving and analytical abilities
• Strong customer service and interpersonal skills
• Experience working in the Federal Government
