Northrop Grumman Mission Systems' Operations organization is seeking a Operations Technical Lead and Chief Engineer to lead Manufacturing development at the Woodland Hills campus. The selected individual will set the technical vision of the organization both in a tactical (RCCA, Continuous Improvement) and strategic (LRSP, Technical Roadmap) capacity.  Leadership characteristics and strong technical proficiency are essential as this role drives strategies to address engineering design implementation into manufacturing capability, mentoring technical team members, capital planning and execution, and integration of site Operations roadmap with larger sector Operations team.  The Chief Engineer will work alongside the senior leaders of all elements of the Operations IPT, Engineering, and Program Leadership and will report directly to the Woodland Hills Site Operations Director.

Roles and Responsibilities:

  • As Site Operations Subject Matter Expert (SME) set the vision for Manufacturing execution for Business Unit product lines and advanced development including gyroscopes, accelerometers, navigation systems, MEMS, Integrated Optics, and Space Qualified Electronics
  • Build strong connections with Engineering teams to facilitate producibility and future Manufacturing needs early in program development and product lifecycles
  • Collaborate with technical leaders across the enterprise to identify best manufacturing practices to implement within the Woodland Hills Operations organization to facilitate sustainment of existing product lines and development of new business activities, lead division strategic operations initiatives for inertial products
  • Coordinate staffing plans with Operations program leads, Operations Site director, and leadership peers to ensure critical technical skills are being replenished or developed; provide mentorship to early career engineers to develop strong problem solving and analytical skills
  • Participate in yearly planning efforts with functional leaders to ensure indirect and capital budgets support replacement or refurbishment of equipment, developing new processes, and improving lab facilities to meet all BU requirements
  • Provide oversight for new business development and proposal activity; act as primary technical reviewer for Operations with focus on producibility and technical capability

Basic Qualifications:

  • Bachelor's degree and 15+ years minimum (or Master’s degree and 13+ years, PhD degree and 11+ years) of related experience (e.g. manufacturing management of mid-large size team, project leadership including CAM responsibilities, senior technical project oversight)
  • 10+ years of team leadership and/or management of people including previous experience in an electronics manufacturing environment
  • Demonstrates technical leadership success and ability to influence strategic decisions at Executive level
  • Highly effective interpersonal skills, commitment to fostering an engaging environment for others, and excellent communication skills that support:
    • Successful collaboration with peers, partnering functions within Engineering, and all levels of management
    • Mentoring early career engineers
  • US Citizenship and ability to obtain government security clearance
  • Proficiency in MS Office Suite


Preferred Qualifications:

  • Ability to develop and execute to an annual budget with focus on technical development and process improvement objectives
  • Ability to operate in a fast-paced, dynamic environment that consists of leading-edge technology development and legacy product lines
  • Knowledge/experience with SAP and Agile methods and tools (e.g. JIRA, Confluence)
  • Proficiency in process control methods such as SPC, DMAIC, 6σ, RCCA
  • Ability to lead complex capital projects through all phases into implementation
  • Proficiency in Risk Management

Salary Range: $173,300 USD - $259,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
