The Proposal Analyst or Principal Proposal Analyst will be responsible for support efforts associated with proposal development, planning and scheduling during the supplier acquisition process. We are seeking a highly motivated individual to act as a subject matter expert for Price Cost Analysis. The successful candidate will be able to independently evaluate supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements and prepare and provide written Price/Cost Analysis Reports (PCARs) detailing and evaluating the suppliers’ price/cost proposal and will have experience working in a classified environment.  The incumbent selected must possess good oral and written communication skills, work autonomously, be self-motivated and function well in a team environment.  The ability to multitask within a dynamic environment is a critical component to success in the role.

Additional Responsibilities will include, but not limited:

• Submits written supplier price/cost analysis reports (PCARs) detailing the suppliers’ price/cost proposal as required by FAR Part 15 and the negotiation objective position
• Prepares Procurement Review Board (PRB) briefings showing supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations
• Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
• Coordinates activities and participates in fact-finding meetings.
• Participates as a member of the contract negotiating team. 
• Maintains all records and supporting data used and provided in support of proposals
• Conducts market research, analyze historical data and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positions
• Reviews material estimates and reviews consolidated priced bill of material obtained by GSC
• Serves as the principal liaison to other functional departments to facilitate the collection of cost and pricing data
• Supports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required

Basic Qualifications:

• Previous experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisitions Regulation Supplement (DFARS), and other U.S. Federal Government contracting regulations
• Previous experience with System Analysis Program Development (SAP)
• Must have the ability to obtain and maintain a Secret Clearance and Special Program Access

Level 2:

BS/BA degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 3 years of related experience in Price/Cost Analysis; OR a Master’s degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 1 year of related experience in Price/Cost Analysis

Level 3:

BS/BA degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 6 years of related experience in Price/Cost Analysis; OR a Master’s degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 4 plus years of related experience in Price/Cost Analysis

Preferred Qualifications:

• The ability to work well in team environments
• Strong organizational, written, and oral communication skills
• Ability to meet deadlines in a challenging, multi-tasking environment, while maintaining compliance during all stages of the proposal/acquisition process
• Experience in capture and proposal activities in a government acquisition environment
• Ability to work with minimal supervision and apply sound judgment to problem solving
• Working experience with Microsoft Office (Specifically Excel and Word)
• Previous experience with a cleared customers
• Active TS and/or SCI Clearance

Salary Range: $70,200 USD - $105,200 USD

Salary Range 2: $86,300 USD - $129,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
