The Northrop Grumman Aeronautics Systems sector is seeking a GSC Proposal Manager 2 to join our growing team of diverse professionals. This leadership role is located in Rancho Bernardo, CA.

The selected candidate will work with teams creating compliant, compelling business proposals that result in winning new business with domestic and international customers. Manage and report on monthly financial metrics to the program and GSC leadership.

Responsibilities:

Responsible for leading a Proposal/Financial Team, who direct and manage the cost, schedule, and performance requirements of the customer proposal and execution sales. The Manager will be responsible for and act as the main focal point to the Program for all Major Proposal/Sales related activities within their portfolio, escalating issues to Senior Level management as needed, brief internal executive management and the Customer on the status/issues affecting performance or cost, and conduct program reviews with the Program Office. It is the Manager’s job to ensure all portfolio proposals and sales metrics are meeting Customer, Program, and Company needs.

The manager will further be responsible for managing the personnel on their team – coaching, growing, guiding, and enriching their careers as they manage related tasks.

Responsibilities include but are not limited to:

  • Develops and executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices
  • Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements
  • Ensures on-time delivery of proposals and document lessons learned to improve processes
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Understanding of financial accounting and ability to forecast supply-chain related cash requirements and performance
  • The selected manager should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels. This leader must be able to collaborate closely with executive leadership, program managers, contracts, operations, business management, quality and engineering.

Basic Qualifications:

  • Bachelor’s degree with at least 9-years of experience, or a Master’s degree with at least 7-years of experience (High School Diploma/Equivalency with 9-years’ of experience in lieu of degree) combined experience in any of the following: Proposal Management, Strategic Sourcing, Subcontracts Management, Procurement, Program Management, or Contracts Management
  • Experience with SAP or related purchasing software, in addition to Excel, PowerPoint, & MS Project
  • Experience conducting oral presentations to executive leadership
  • 3+ years of Leadership experience – Manager or Team Lead experience is acceptable
  • Ability to obtain a DOD Secret Security Clearance

Preferred Qualifications:

  • Master Degree in Business, Global Supply Chain or Project Management
  • Experience working on high dollar development/production programs
  • Experience with FAR (Federal Acquisition Regulations) and DFAR
  • Experience in Proposal Management in excess of $50 Million
  • Significant experience conducting oral presentations to senior leadership
  • Internal Northrop Grumman Proposal/Sales experience
  • Knowledge of Earned Value Management System (EVMS)
  • Previous CAM Experience or Training
  • Special Program Access
  • Risk mitigation experience
  • Change Management experience
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Manages and develops strategic/key suppliers.

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
