Northrop Grumman Defense Systems sector is seeking a Contracts Manager 3 to lead a contracts team for the Guns Operating Unit (OU) in Mesa, AZ.  The Manager of Contracts Administration 3 is also responsible for leading, strategizing, and conducting proposal preparation, contract negotiation, contract administration and customer contact activities to provide and ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer requirements. The selected candidate will also oversee and direct the daily activities of contract professionals engaged in these activities.  The selected candidate will report directly to the Director of Contracts. This role will be on-site at our Mesa, AZ location.

Essential Functions:

  • Builds and leads a team of highly motivated and effective contract professionals to include training, mentoring/guidance, directing daily activities, delegating work assignments, and ensuring compliance, accuracy and timely work assignment completion of direct reports.

  • Work under general supervision while using sound judgment to develop creative solutions to both routine and complex contractual matters while ensuring operating unit compliance with customer requirements and company policies,

  • Collaborate with other operating unit functional leads to meet the operating unit’s needs (e.g. Program Management, Finance, Engineering, Safety and Mission Assurance, Supply Chain Management, International Trade and Compliance, and Business Development)

  • Provide advice and counsel to senior leadership on contractual rights/obligations and interpretation of terms and conditions, as well as methods for change, risk assessment/mitigation, and cash management

  • Responsible for highly effective internal/external customer contractual relations for the operating unit

  • Responsible for the negotiation of strategic agreements (teaming agreements, memorandums of understanding, non-disclosure agreements, licensing agreements, cooperative research and development agreements, etc.)

  • Responsible for the effective strategy, coordination, pricing, approval, submittal, and negotiation of proposals

  • Responsible for the effective review, negotiation, management, and closeout of contracts

  • Primary responsibility or oversite for effective customer negotiations of contract scope, price, terms, and conditions

Basic Qualifications:

  • This position emphasizes skills and experience. Will consider a high school diploma or equivalent (GED) with at least 15 years of professional Contract Administration related experience, 10 years of relevant experience with Bachelor's degree or related discipline or a Master's degree with 8 years relevant experience

  • 2+ years of management experience and demonstrated ability to lead teams and develop talent

  • Prior experience with DOD contracts or subcontracts and a variety of contract types such as Cost Plus, Fixed Price, etc.

  • Demonstrated understanding of and experience with the Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulations Supplement (DFARS) and Other Transaction Authorities (OTAs)

  • Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, and negotiating to all levels of management

  • Demonstrated proficiency with MS Outlook, Word and PowerPoint

Preferred Qualifications:

  • Master’s degree or higher

  • Experience in International Contracting to include direct negotiations with foreign customers as well as interpreting international terms and conditions

  • Experience with Foreign Military Sales (FMS)

  • 2+ years of management experience and demonstrated ability to lead teams and develop talent


Salary Range: $125,700 USD - $188,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
