SSSD has an opening for a Manager Contract Administrator 2 in our Communication Systems Business unit, Proliferated Systems Operating Unit to join our team of qualified, diverse individuals. This position will be located in Redondo Beach, California.  Although a clearance is not required, the preferred candidate would hold a Top-Secret clearance with SCI or SSBI to start.
 

The successful applicant will become part of Northrop Grumman's contracts organization and will have overall contracts management responsibilities for the business area. This role will directly report to the Business Unit Director of Contracts and will work closely on a day-to-day basis with the program directors, managers, business managers, operations manager, capture managers, and other functional teams supporting this business area. The main function of this role is to manage all aspects of the portfolio from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance, and risk mitigation. 

  

The incumbent's ability to build strong customer intimacy and employee engagement is a key priority. In this role, the Manager Contract Administrator will review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential. There will also be responsibility around planning and executing successful contract negotiations of a complex nature and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals. Regular and proactive interface and effective collaboration is required with program, technical and operations organizations to provide guidance and direction based upon the requirements of the contracts, change management discipline and to ensure timeliness of CDRL submissions. 

The Contract Manager’s responsibilities also include being able to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export, and security for seamless contract administration. The successful candidate will be responsible for the direct supervision and management staff personnel and for providing objective-oriented direction utilizing management guidelines & general policies while maintaining a strong level of engagement.

Additional responsibilities include but are not limited to:

  • Administers, extends, negotiates, and terminates standard and nonstandard contracts
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Prepares bids; processes specifications, progress, and other reports
  • Advises management of contractual rights and obligations
  • Compiles and analyzes data and maintains historical information

  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information 


 

Basic Qualifications:

  • Bachelor’s Degree with 7+ years’ experience in Contract Administration/Management OR a Master Degree with 5+ years of stated experience
  • Experience negotiating and administering various contract types of varying sizes and types of agreements
  • Knowledge and understanding of advanced proposal strategy, pricing principles and FAR/DFARS as well as associated Federal Contracting regulations
  • Demonstrated leadership experience or supervisor experience
  • Ability to obtain a Department of Defense (DoD) Top Secret Clearance (TS) or Special Compartmented Information Access (SCI)

Preferred Qualifications:

  • Familiarity with Northrop Grumman Contracts processes and procedures
  • Active DoD TS clearance and or SCI Access
  • Experience with varying sizes and types of agreements with the DoD

This position’s standard work schedule is 9/80. The 9/80 schedule allows an employee to work a nine-hour day Monday through Thursday and take every other Friday off work.

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
