This position can be based out of Annapolis Junction, MD, Cincinnati, OH, Fairfax, VA , or McClellan, CA with opportunity for hybrid work schedule.

The Contracts, Pricing, and Government Property Manager 3 will be a direct report to the Network and Information Solutions Division Director of Contracts and Pricing. The Manager will partner with the Business Unit Vice President and Director of Business Management to ensure all contractual, pricing and government property requirements are achieved in support of the Business Unit’s financial and strategic objectives.

As the Manager of Contracts, Pricing, and Government Property you will lead a team of geographically disperse managers and professionals responsible for shaping of acquisitions, proposal development, negotiations, administration of contracts, contract closeout, and maintaining of government property while ensuring that all work products are compliant with company policies, legal requirements, and customer specifications. As the Manager of the department, you will partner with the BU leadership team to develop acquisition, contracting, proposal and pricing strategies in support of the BUs portfolios including capture of new business. As Manager you will be required to provide objective-oriented direction utilizing management guidelines, general policies and maintain a strong level of engagement by inspiring, motivating and developing a team of managers and professionals.

Responsibilities include:

  • Direct management, oversight, and career development of four geographically disperse (Annapolis Junction, MD, Cincinnati, OH, Fairfax, CA, or McClellan, CA) direct report Operating Unit Managers

  • Leading creation and execution of strategies for growth, development, recruiting, hiring, and training of all professional staff.

  • Fostering and maintaining relationships with internal and external customers.

  • Interfacing with executive management regarding all contracts, pricing and government property related matters. Identifying, developing, and recommending risk mitigation strategies. Developing solutions to complex management, contracts, pricing, and property concerns. Advising management of contractual rights and obligations.

  • Providing adequate resourcing and oversight to ensure execution of the goals of the organization.

  • Establishing operating procedures and interpreting, executing, and recommending modifications to policy and procedures. Ensuring all proposals are compliant with our estimating system policies and requirements. Ensuring compliance with our government property system polices and requirements.

  • Ensuring proper administration and management all aspects of the contract lifecycle including shaping of acquisitions, proposal development, negotiations, administration of standard and nonstandard contracts, and closeout of contracts.

The successful candidate must have a proven track record in leading a diverse team as well as the ability to promote the professional development of the contracts, pricing, and government property workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement.

The candidate will maintain the highest level of commitment to quality, compliance, and internal controls in adherence to company values and ethics. 

QUALIFICATIONS

Basic qualifications:

  • BS/BA in Business, Finance, or related field; and 10 years of experience, or an MS Degree and 8 years of experience in contracts administration within an aerospace environment. We will consider 14 years of relevant experience in lieu of a degree.

  • Prior management experience and demonstrated ability to lead teams and develop talent.

  • 4+ years’ experience in DoD Contracts or Business Management or Pricing and Estimating or related field.

  • Understanding of commercial/US Government contractual instruments including contract type, terms and conditions, and contract financing vehicles.

  • Knowledge of FAR/DFAR/CAS and other government regulations

  • Experience in development of proposal cost or pricing strategies

  • Working knowledge of MS Office (Excel, PowerPoint, Word)

  • The willingness and ability to travel domestically 25% of the time. Business Unit has work located in Annapolis Junction, MD, Cincinnati, OH, Fairfax, CA, or McClellan, CA, San Antonio, TX, Tampa, FL.

  • Current, active Secret level security clearance.

  • The willingness to obtain and maintain a TS/SCI Full Scope Polygraph security clearance is required.

Preferred Qualifications:

  • An active TS/SCI Full Scope Polygraph security clearance

  • 5+ years of DoD and/or IC Contracts Experience

  • Demonstrated experience in collaborating with multi-disciplinary teams.

  • Experience supporting new business acquisition.

This position reports to Annapolis Junction, MD, USA, however, you are able to work from any of the additional 4 locations listed above.


Salary Range: $132,300 USD - $218,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
