Northrop Grumman Mission Systems sector is seeking a Contract Manager 2 for the Emerging Operating Unit, part of the Advanced Mission Capabilities Business Unit in the Airborne Multifunction Sensors Division. This position is on-site at NGMS’ Linthicum, MD campus.

This position requires a hands-on manager who will work the OU’s capture activities and competitive proposals while supporting the development of contract professionals.

Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Basic Qualifications:

• Bachelor's degree and 9+ years or a Master’s degree with 7+ years and 3+ years of relevant Contracts experience.

• Possess an active Secret clearance with the most recent periodic investigation having been completed and adjudicated within the last 5 years.

• Experience working with DoD and Prime customers.

• Experience working with internal and external stakeholders to achieve program objectives.

• Demonstrated success within leadership roles.

• Strong oral and written communication skills and the ability to interface effectively with all levels of employees and management.

• Strong working knowledge of FAR/DFARS.

• Knowledge and proficiency using Microsoft Office Suite of Applications.

• Demonstrated skill and ability to perform complex tasks.

• Must possess ability to provide advice on a wide range of contractual and business-related matters including proposal strategy, pricing, audits, contract formation and customer relationships.

• Strong proposal development and negotiation skills.

• Demonstrated ability to collaborate across functions.

Preferred Qualifications:

• Knowledge and proficiency using SAP.

• Active TS/SCI Clearance.

• OTA experience.

• Competitive proposal experience.

• Firewall experience.

Salary Range: $116,600 USD - $175,000 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
