Northrop Grumman Defense Systems, Global Sustainment & Modernization Division is seeking an Operating Unit (OU) Contracts Manager 2 to join our team of qualified, diverse individuals. This high visibility position requires excellent oral and written communication skills, regular interaction with various levels of executive management and will be located in Baltimore MD or Huntsville AL. The OU Contracts Manager will need to provide contractual strategy leadership, as well as have the ability to mentor and train assigned staff (9+ personnel at varying levels) and manage all contract administration efforts for the Special Mission Aircraft (SMA) OU, reporting into the Strike and Special Mission Aircraft Business Unit.  The OU has a varied portfolio of contract types, including FFP, CPFF, and T&M/FPLOE. The OU also has a significant amount of Contractor Logistics Support efforts.

Essential Functions:

  • Ability to provide leadership, training, and guidance to direct reports throughout multiple Northrop Grumman locations

  • Active engagement with the Special Mission Aircraft Operating Unit Director

  • Advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

  • Responsible for direct reports’ performance in all facets of contracts administration support.

  • Ability to interface with aligned primary interface with the customer.

  • Supports the facilitation the proposal review process and ensures internal reviews are conducted in accordance with company policies and procedures. 

  • Builds and leads a team of highly motivated and effective contracts professionals.

  • Administers contracts which includes the following responsibilities, ensures compliance with all contractual requirements, interprets contract requirements for program and functional leadership, drafts formal correspondence, coordinates CDRL submittal with all stakeholders, ensures timely invoicing and payment, and reviews and executes contract modifications.

Basic Qualifications:

  • This position emphasizes skills and experience. Will consider a high school diploma or equivalent (GED) with at least 14 years of Contract Administration relevant experience, 10 years of relevant experience with Bachelor's degree or related discipline or a Master's degree with 8 years relevant experience

  • Demonstrated ability to lead teams and develop talent, 2+ years of management experience

  • Prior experience with DOD contracts or subcontracts and a variety of contract types such as Cost Plus, Fixed Price, etc.

  • Must have demonstrated proficiency and strength with verbal, written, PC, presentation, and communication skills within all levels of the organization

  • Demonstrated understanding of and experience with the FAR and DFARs

  • Strong proposal development skills, senior level negotiation skills and excellent oral and written communication skills

  • Must be able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast-paced environment

  • Must be a team player who is proactive and possesses excellent problem solving, communication, and organizational skills

Preferred Qualifications:

  • Demonstrated ability to effectively communicate with and influence others to include mentoring and developing a team

  • Strong problem-solving skills and the ability to be flexible and change directions when needed

  • Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts

  • Must possess excellent decision-making skills that support resolution of complex problems while minimizing risk to the Corporation

  • Must be able to obtain US Secret level government security clearance

This position reports to Middle River, MD, USA, however, this position can also be worked from Huntsville, AL, AL, USA.


Salary Range: $116,600 USD - $175,000 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
