Northrop Grumman Defense Systems is seeking a Program Control Manager 1 to join our team of qualified, diverse individuals. This individual will serve as the Domestic Program Control Manager managing the domestic PCA staff. This position will be located in Sierra Vista, Arizona, will consider remote candidates, and will report to the ASOU Business Manager.

Roles and Responsibilities include, but are not limited to, the following:

  • Provide best practice program planning and control team support
  • Assist the team in development of high-quality Estimates-at-Completion (EAC) and program metrics.
  • Manage over 5+ contracts with various contract types (i.e. IWO, FFP, CPFF, CR, T&M, NTE)
  • Provide guidance to employees and program team to ensure successful execution/negotiation of all contracts
  • Complete reviews and approves any deliverables for external or internal requirements (i.e. EACs, ASC 606, expense reports, iTrips) while empowering employees to grow and learn with defined goals and development plans
  • Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis
  • Performs schedule risk assessments to identify and mitigate program cost and scheduling risks
  • Assist with audits and SOX compliance
  • Lead the development of communications , training plans, and procedure documentation

Basic Qualifications:

  • Will consider 10 years of experience in Lieu of degree. Bachelor’s degree with 6+ years of related experience - OR - a Master's degree with 4+ years of related experience. Additional years of experience accepted in lieu of a degree.
  • Experience with employee management
  • Proficient in SAP and COBRA
  • Earned Value Management Systems (EVMS) experience.
  • Strong PC skills and proficient knowledge with Microsoft Office Suite, including MS Excel.
  • Understanding of the proposal process
  • Demonstrated ability to work in a team environment with technical subject matter experts and business operations personnel.
  • Ability to obtain a DoD Secret level security clearance.  US Citizenship is a prerequisite.
  • Ability to travel periodically.

Preferred Qualifications:

  • Active DoD security clearance.  US Citizenship is a prerequisite.
  • Experience leading and training program control.
  • Experience in exchange rates, labor laws, long term assignments along with knowledge of CAS and FAR

Salary Range: $101,800 USD - $145,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
