Northrop Grumman Aerospace System is seeking a Manager Program Control 2 to lead a multi-program, multi-sector team of Earned Value Compliance Analysts responsible for providing process and procedure guidance, training, and compliance analysis to all NGAS east coast programs. The selected candidate should have a strong background in Planning, Program Control, and Earned Value Management activities and requirements. The selected candidate must be able to work across multiple functions, providing procedural and compliance guidance to Cost and Schedule Management, Program Management, Business Management, Contracts, and Engineering functions. Skill in dealing with external customers, including the Defense Contract Management Agency (DCMA), the Defense Contract Audit Agency (DCAA), and multiple Depart of Defense (DoD) Contracting agencies is necessary.

The candidate will be responsible to manage independent analysis of all Earned Value compliance aspects of NGAS East Coast Programs and ensure they adhere to all aspects of EIA-748 guidelines and the Northrop Grumman Earned Value Management System Description. He or she will serve as a focal point with DCMA, DCAA, D&T and Corporate Audit.

In addition, this position will ensure his team is able to:

  • Provide programs with Subject Matter Expert support in matters of Earned Value Compliance in an environment of Teaming, Partnership, and Comradery
  • Support and provide best practice participation in new program start ups
  • Maintain, review, and update Earned Value and Cost Management procedures and System Description
  • Provide training of Cost / Schedule Management, Program Management, and Control Account Manager (CAM) personnel on Earned Value Management requirements, both internal and external to the company
  • Update, maintain and provide Common Corporate CAM Proficiency Training
  • Lead team in Northrop Grumman Self-Governance compliance and Government Agency Surveillance activities
  • Provide best practice Program Integrated Baseline Review Preparation and Support
  • Lead, Train, and Participate in Supplier Surveillance activities
  • Review, analyze and provide corrective action assessment on common cost / schedule management data artifacts including IPMR, IMPDAR, CFSR, Estimate At Completion (EAC), Variance Analysis Reports (VAR), reconciliation logs, etc
  • Provide monthly review of DCMA Earned Value Compliance Metrics (DECM) for independent analysis of program risk areas and reporting of issues to senior management
  • Serve as the EVM focal point between technical, cost, schedule, and program management teams
  • Build partnerships to support execution while maintaining compliant EVM implementation in accordance with EIA-748 and corporate command media
  • Prepare analysis in support of monthly NGAS Sector cost/schedule metrics reviews
  • Facilitate Variance Analysis Report (VAR) and Estimate at Complete (EAC) development and approval
  • Provide guidance, oversight, and approval of program baseline implementation and changes
  • Support Defense Contract Management Agency (DCMA) reviews/audits
  • Develop and deliver Program Execution, EVM, Agile, and Best Practice training to build a shared understanding and increased capability of compliance and best practices in order to support program execution
  • These positions are performed out of Melbourne, FL
  • Requires a strong background in Earned Value Management principles, practical knowledge of EIA-748 standards, experience with Customer, Internal, and DCMA Earned Value surveillance activities
  • Knowledge of common cost management tools such as MPM and / or COBRA
  • Basic knowledge of common scheduling tools such as MS Project, Primavera, or Open Plan

Basic Qualifications:

  • Bachelor's degree with 9 years of experience in finance, scheduling, and/or cost, or a Master's degree with 7 years of experience.
  • Active DoD Secret Clearance, investigated within the last 5 years, with the ability to be upgraded to a Special Access Program
  • Proficient understanding of EVM, SAP, MPM, wInsight, or similar systems
  • Proficient understanding of scheduling processes and terms, and Microsoft Project or equivalent
  • Advanced use of Microsoft Excel and PowerPoint

Preferred Qualifications:

  • Masters degree
  • Familiarity with NGAS Cost and Schedule Management processes and tools
  • Experience interfacing with government audit agencies such as DCMA and DCAA
  • Requires a strong background in Earned Value Management principles, practical knowledge of EIA-748 standards, experience with Customer, Internal, and DCMA Earned Value surveillance activities
  • Knowledge of common cost management tools such as MPM and / or COBRA
  • Basic knowledge of common scheduling tools such as MS Project, Primavera, or Open Plan


Salary Range: $112,700 USD - $169,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
