Northrop Grumman Mission Systems is seeking a Program Control Manager 3 to join our team of qualified, diverse individuals. The qualified applicant will be responsible for the following: Lead hiring, rotation, and staff development for the NTS Division business functions. Represent the NTS Division at rotation council meetings. Coordinate effective training for business teams. Division focal point for program control compliance.

This position reports to the NTS Division Controller and partners with the Vice President of Business Management in Rolling Meadows, IL.

This position is located onsite in Rolling Meadows, IL.  A hybrid work schedule is available, 2 - 3 days per week in office.

Roles and responsibilities include, but are not limited to, the following:

Lead hiring, rotation, and staff development for the NTS Division business functions across multiple campuses.  

  • Partner with hiring managers to bring in new talent and facilitate rotations of talent for personnel development and to meet the needs to the business.
  • Coordinate Division Pathways rotations.
  • Conduct periodic talent reviews.
  • Provide monthly hiring status to Division and Sector business management leadership.
  • Work with direct management team to strengthen and maintain a strong, people-oriented culture that values open dialog, skill development, and career advancement.
  • Lead the Rolling Meadows business management summer intern program.
    • Gather and manage demand for the summer intern program in Business Management.
    • Facilitate resume reviews, schedule interviews, and make hiring decisions.  
    • Interact on a regular basis with interns and managers.
  • Partner with Talent Acquisition (TA) to post requisitions as required; screen candidates sourced by TA, coordinate interviews; prepare evaluations and lead offer/no offer discussions with managers.
  • Lead the onboarding team focused on professional assimilation into the workforce from offer acceptance through coach and partnership relationships to ensure career enhancement.
  • Ensure that planned staffing is carried through monthly forecast and resource plan.

Represent the NTS Division at rotation council meetings.

  • Promote Division opportunities and secure rotations into the Division.
  • Promote Division talent and coordinate placement into cross Divisional opportunities.

Coordinate effective training for business teams.

  • Work with local managers to establish, update, and monitor needed basic training regime.
  • Work with local managers and Sector teams to ensure the business teams are informed and up to date with changes in policy and procedure, tools, and best practice.
  • Work with Sector change management to coordinate training for Digital Transformation (DT) roll-outs and implementations that affect the Business Management functions.
  • Work with management team to strengthen and maintain a strong, people-oriented culture.

Liaison with Sector Compliance organization

  • Emphasize and promote program control compliance including earned value, estimate at complete, revenue recognition and performance obligation.
  • Work with compliance team to drive effective corrective actions via analysis and measurement of adoption across the Division.
  •  Maintain visibility of Audit and iCARs within the Division.

Basic Qualifications:

  • Bachelor's degree with 10 years or a master’s degree with 8 years of relatable experience
  • Excellent oral and written communication skills and the ability to interface with all levels of professionals and management.
  • Knowledge and proficiency using Microsoft Office Suite
  • Working knowledge of Earned Value and related tools.
  • Willingness and ability to travel domestically up to 10% of the time.
  • US Citizenship.

Preferred Qualifications:

  • SAP or other ERP systems
  • Working knowledge of revenue recognition, estimate at complete, and performance obligation.
  • Working knowledge of Workday
  • Proven leadership skills, interpersonal skills, and ability to mentor and train assigned staff as required.
  • Understanding of the Business Management functions and general responsibilities.
  • Demonstrated successful talent scout.

Salary Range: $153,000 USD - $229,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
