Northrop Grumman Mission Systems Sector has an opening for a Business Management Manager 2 to join our team of qualified, diverse individuals in the Airborne Multifunction Sensors Division. The Manager 2 will support the EMW Systems Operating Unit within the Advanced Mission Capabilities Business Unit.

This position may be located in either Baltimore, MD or Bethpage, NY. 

** If the selected manager is located in Baltimore, MD then the position will require travel to Bethpage, NY at least once per month for a duration of 1 week.

The Manager will partner with the Program Office to oversee a variety of programs across the EMW Systems portfolio including fixed price, cost plus, and inter-company projects.

Roles and responsibilities include, but are not limited to, the following:

  • Coordinate and lead business management functions including cost analysis, budget development, financial forecasting, proposal development, cost control and reporting (weekly and monthly), formulation of work packages and authorizations.
  • Clearly communicate with senior management and program management on matters relating to financial program status, business forecasts and variance analysis.
  • Develop business strategies and forecasting, through internal or external deliverables such as the Long-Range Strategic Plan (LRSP) and the Annual Operating Plan (AOP).
  • Perform cost and schedule analyses to ensure contracts are being performed within negotiated and agreed-upon cost and schedule parameters and government cost control guidelines. 
  • Provide direct management of a team of Program Cost and Schedule Control Analysts.
  • Lead and support multiple internal and external program audits.
  • Lead proposal development activities.  Lead and/or support negotiation of cost and business elements with customer representatives.
  • Manage financial key-line forecasting (Awards, Sales, OM, Cash Flow), work authorization, and contractual reporting, program budgeting, financial estimate at complete development, and various financial reporting activities.

The successful candidate must have a proven track record in leading a diverse team as well as the ability to promote the professional development of the business management workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement.

The candidate will maintain the highest level of commitment to quality, compliance, and internal controls in adherence to company values and ethics.  The position requires limited travel to customer and other off-site locations.

Basic Qualifications:

  • Bachelor’s degree with 8 years of related job experience - OR - a Masters degree with 6 years of related job experience
  • Demonstrated ability to lead teams and develop talent
  • Experience developing business strategy and long-range forecasting
  • Experience with program proposals, cost and schedule control, program budgeting and forecasting
  • Some aerospace and/or defense industry experience
  • Expertise with Microsoft Excel and business planning systems
  • The willingness and ability to travel domestically 25% of the time
  • Current, active US Secret level security clearance is required.


Preferred Qualifications:

  • Bachelor’s degree in business related discipline
  • Experience with forecasting deliverables such a Long Range Strategic Plan or Annual Operating Plan
  • 2+ years of functional management experience
  • Experience with DoD Programs and the FAR
  • 10+ years of related aerospace industry experience
  • Experience performing in a CPPF engineering services contract environment
  • Experience with proposal development and negotiation is desired.
  • Experience with Cognos TM1 financial forecasting system
  • Experience with SAP ERP 1
  • Prior experience preparing and presenting financial analysis to team and/or management

This position reports to Linthicum, MD, USA, however, this position can also be worked from Bethpage, NY, NY, USA.


Salary Range: $116,600 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
