Northrop Grumman's Mission Systems Sector is seeking a Business Management Manager 1 for the Networked Information Solutions (NIS) division, supporting the Strategic Initiatives (SI) OU within the Advanced Processing Solutions (APS) BU. The Business Management Manager 1 will be a direct report to OU Business Manager, supporting the SI User programs. The Manager will partner with the Program Office to oversee all financial aspects to achieve the Operating Unit’s financial and strategic objectives across a portfolio comprised of various contract types.

The Business Management Manager 1 will lead a team of business management professionals, as direct reports and matrixed from other disciplines. The successful candidate will demonstrate proficiency of developing and motivating staff in a team environment with excellent interpersonal, planning, presentation, and organizational skills.

This position is located in Linthicum, MD with hybrid schedule flexibility focused on business / program needs.

Roles and responsibilities include, but are not limited to, the following:

  • Coordinate and lead all business management functions including contracts, pricing, proposal development, accounting, program planning & financial control, financial planning, and program scheduling.
  • Provide direct management for a team of Business Management professionals.
  • Provide financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses.
  • Develop business strategy and forecasting, through Annual Operating Plan development.
  • Oversee financial key-line forecasting, work authorization, and contractual reporting, program budgeting, and financial estimate at complete development.
  • Coordinate cost and schedule analyses to ensure contracts are within negotiated and agreed-upon cost and schedule parameters and government cost control guidelines.
  • Develop proposals from draft RFP to award, including review of RFP, FAR clauses, coordination with subcontractor flow-downs, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight.
  • Manage risks with multiple contract types from both an execution and financial perspective.
  • Develop professional and management talent within the operating unit.
  • Ensure effective compliance with EVMS requirements.
  • Support Integrated Baseline Reviews (IBRs), Joint Surveillance Reviews (JSRs), Internal and External Audits, and other financial assurance engagements.
  • Development business case and return on investment analyses.
  • Interface with customer leadership on contract execution (CDRL submittals, funding requirements, invoicing, etc.).

Basic Qualifications:

  • Bachelor's degree in Business Administration, Accounting, Finance, or a related discipline with 5 years of industry related experience in finance, accounting or program control/Earned Value -OR - a Master's degree a described with 3 years of industry related experience as described
  • Demonstrated ability to lead teams and develop talent.
  • Experience developing business strategy, through Annual Operating Plan development.
  • Experience in financial planning, forecasting, and analysis.
  • Understanding of DOD contracts, government Cost Accounting Standards, and FAR/DFARS.
  • Experience in preparation and analysis of program balance sheet and income statements.
  • Experience with proposal development and negotiation.
  • Earned Value proficiency including the Earned Value Guidelines and EAC development.
  • Current, active US Secret level security clearance required. Interim Secret will also be considered.


Preferred Qualifications:

  • Familiarity with program startup efforts and support of the Integrated Baseline Review (IBR) and required data submittals.
  • The ability to lead and coordinate IBRs on suppliers when required.
  • Experience in the development of detailed business case and return on investment analysis.
  • Familiarity with the risk management process and the development of S-Curve modeling.
  • Experience with COBRA (or similar project management software), wInsight, SAP, Business Warehouse (BW), Microsoft Excel, and COGNOS
  • Prior leadership or people management experience
Salary Range: $97,200 - $145,800
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
