Northrop Grumman Defense Systems (NGDS) is currently seeking a EVMS Sr. Principal Program Cost and Schedule Control Analyst to assist with all business activities associated with several rapidly growing programs. This position reports to the Lifecycle Sustainment & Modernization Solutions Operating Unit (OU) Business Manager and partners with the applicable Program Management Team to establish strategy, prioritize requirements, and achieve financial goals while ensuring the integrity of business processes. This position is located in Oklahoma City, OK.

Roles and Responsibilities include, but are not limited to, the following:

  • Work with Program Management, IPTs/CAMs, and functional business analysts to perform detailed cost/schedule planning, earned value variance analysis, identification of cost/schedule problems, and developing corrective action plans

  • Interface with program finance and program office for monthly financial forecasts, issues, concerns, and status

  • Strictly adhere to American National Standards Institute/Electronic Industries Alliance Standard 748 (ANSI/EIA-748), Earned Value Management Systems (EVMS) and associated internal company procedures

  • Develop and maintain program artifacts and documentation

  • Integrate data from Microsoft Project/Excel to Cobra and ensure accuracy

  • Use Cobra to create, analyze, and submit monthly Integrated Program Management Report (IPMR) to customer in accordance with Earned Value Management standards, as well as, preparing monthly EV metrics for internal/external meetings

  • Track spending to ensure adequate funding is maintained, financial metric development, & analysis and reporting in support of monthly program reviews

  • Facilitate and conduct EVM compliance reviews with DCMA and other government oversight agencies (Internal Baseline Reviews/Joint Surveillance Reviews), as well as other related audits

  • Work with program team and support required program meetingas

  • Sets up COBRA Baseline, monitors and controls costs and schedules on Contracts requiring validated cost schedule control system

  • Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration

  • Prepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system in order to maintain cost and schedule baselines

  • Assist Control Account Managers (CAMs) with EVMS activities including Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reporting

  • Create financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as required

  • Responsible for actuals reconciliation, budget change requests and ensuring proper accounting

  • Ensure major Projects and Programs Integrated Master Schedules (IMS) and plans are horizontally and vertically integrated across company functional groups including finance, engineering, material, manufacturing, and quality.

  • Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas

  • Engage with the Program Team to perform thorough project analysis showing knowledge and understanding of the program and the principles of EVMS and suggests/creates/implements work around to enhance cost and schedule performance

  • Perform risk analyses and identify and resolve critical path and network logic conflicts

  • Support new business proposal providing recommendations on schedule methodologies and proposal strategies and develop an IMP and IMS

Basic Qualifications:

  • This position emphasizes skills and experience. Will consider a high school diploma or GED with a minimum of 14 years professional experience in finance, accounting, or program control

  • Bachelor's degree and 10 years of experience in finance, accounting, or program control

  • Master’s degree and 8 years of experience in finance, accounting, or program control

  • Prior Scheduling Experience for Earned Value Management programs

  • Proficient with Earned Value Management Guidelines and Execution

  • Strong financial forecast acumen (Income Statement and Balance Sheet)

  • Experience and working knowledge with COBRA maintenance/SAP/Precision/Access; Advanced Excel Skills

  • Experience in network set-up, IWO, material, and subcontract management

  • Aptitude to assess complex business equations and drive business solutions

  • Must be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance

  • Must be able to work on-site in Oklahoma City, OK

Preferred Qualifications:

  • Previous Aerospace/Defense Industry experience with strong understanding of USGA Cost Accounting Standards and Federal Acquisition Regulations- FAR

  • Level 1 EVMS Experience

  • Previous Management Experience

  • Strong Brief Development & Delivery Skills


Salary Range: $87,500 USD - $131,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
