Northrop Grumman Defense Systems has an opening for a Lead Program Cost Schedule Control Analyst to join our team of qualified, diverse individuals.

This position will be located Riyadh in Saudi Arabia.

In this role, the selected candidate will interact with operating unit, business area, and division staff to solve reporting program issues and meet reporting requirements. In addition, the Analyst will interface with program managers, functional management, control account managers (CAMs) and business manager to provide financial support and analysis. 

Roles and Responsibilities include, but are not limited to, the following:

• Adhere to policies and procedures.
• Execute Earned Value Management (EVM)
• Set up cost control system, monitor and control costs and schedules on contracts requiring validated cost schedule control system.
• Perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
• Prepare budgets and schedules for contract work and perform and/or assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
• Assist with/prepare program plans to ensure program requirements and statement of work are captured and scheduled.
• Prepare schedule risk assessments to identify and mitigate program cost and scheduling risks.
• Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
• Incorporate contractual changes into control systems by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.
• Prepare monthly and quarterly Estimates at Complete (EACs).
• Set up, prepare, and follow up with all required financial reports.
• Effectively communicate with leadership and customers regarding financial status, metrics and deliverables.
• Participate in knowledge transfer and best practices sharing with peers.
• Assist in preparing for internal and external audits.
• Establish a budget/EAC, analyze capital expenditures and prepare reports for programs.
• Prepare and update ETC, Baselines, Task Description and Basis of Estimate (TD/BOE) and establish Performance Measurement reporting/customer reporting requirements.

This requisition may be filled as either a Level 3 or a Level 4.

Basic Qualifications for a level 3:

• This position emphasized skills and experience. Must have 10 or more years of related experience. Will also consider a Bachelor’s degree with 6 years of experience or a Master’s degree with 4 years of experience.

Basic Qualifications for a level 4:

• This position emphasized skills and experience. Must have 14 or more years of related experience. Will also consider a Bachelor’s degree with 8 years of experience or a Master’s degree with 6 years of experience.

Basic Qualifications for both levels:

• Experience successfully managing and producing data with strict deadlines. 
• Experience with financial analysis and/or cost & schedule analysis reporting. 
  Advanced proficiency with Microsoft Office Suite, including MS Excel knowledge.

Preferred Qualifications for both levels: 

• Active or Interim Security Clearance
• Experience with SAP, Open Plan, and/or Cobra.
• Experience in DoD setting with understanding of government Cost Accounting
• Knowledge of Standards, FAR, & DFARs.
• Experience in Earned Value Management System (EVMS) and customer reporting.
• Experience with balance sheets, income statements, forecasting, and cash flow.
• Experience with program planning/scheduling.
• Experience preparing and presenting financial analysis.
• Experience with Microsoft Project.
• Experience with GAAP, as well as Government Financial accounting practices.
• Proven analytical ability.

This position reports to Falls Church, VA, USA, however, this position can also be worked from Riyadh, Riyadh, Riyadh, SAU.

Salary Range: $78,500 USD - $117,700 USD

Salary Range 2: $97,300 USD - $145,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
