Northrop Grumman is currently seeking a Manager Pricing Cost Estimating 1 in our ABL Operations Unit. The selected candidate will become an integral part of the Armament Systems Pricing & Estimating team tasked with providing guidance and support to the business unit activities. The ideal candidate will be proactive and have the ability work in a fast-paced environment. The position will be on-site in our facility in Rocket Center, WV.

Primary responsibilities include, but are not limited to, the following:

Manage the proposal preparation process for Armament Systems, which includes locations in Rocket Center, WV.  Position will be responsible for the direct supervision and management of the staff to ensure we submit timely, accurate, and compliant proposals.  Will be responsible for providing objective oriented direction to the team utilizing company guidelines and general policies.  The primary responsibilities of the Pricing Cost Estimating organization include, but are not limited to, the following:

Responsibilities:

  • Manage team's staffing, resources, tools, and training

  • Provides performance goals, development actions, and leadership expectations to staff; provides regular feedback and corrective action as needed

  • Ensures compliance with Estimating System requirements

  • Engage with business unit leadership to develop acquisition and estimating strategies needed to successfully negotiate follow-on business and capture new efforts

  • Supports, and provides advice to, policy and regulation issues (FAR/DFARS/Internal Procedure/CAS)

  • Establish strategic relationships both internally with business unit leadership and externally, with government counterparts

  • Supporting risk and opportunity assessment, quantification, and analysis during the proposal process

  • Supporting Cost Estimating team initiatives and continuous improvement

  • Participating as a member of the contract negotiating team

  • Understanding the requirements for Supplier price cost analysis

  • Interacting with other functional areas (Business Management, Contracts, Global Supply Chain, Program Management, Engineering, Manufacturing Operations, and Logistics) to develop strategies in support of proposal requirements and deadlines

  • Support the proposal team with guidance to meet internal/external regulatory requirements as well as customer RFP requirements

Basic Qualifications:

  • This position emphasizes skills and experience. Will consider High School diploma or equivalent (GED) with at least 10 years of related experience

  • Bachelor’s degree with 6 years of related experience - OR - a master’s degree with 4 years of related experience

  • Experience in pricing, finance, contracts, business and/or business operations

  • Ability to prioritize effectively and complete work timely in a deadline driven environment

  • Ability to lead the staff to ensure proposals are accurate, compliant, and submitted timely

  • Proficient in Microsoft Office suite of tools/applications, with a strong emphasis on Microsoft Excel

Preferred Requirements:

  • Aerospace/defense industry and business management experience

  • MBA

  • 2+ years of management experience

  • Experience working with DCAA/DCMA

  • FAR/DFARS experience

  • Working knowledge of material pricing techniques

  • Strong presentation skills

  • Ability to create Microsoft Excel macros.

  • Knowledge of the Business Acquisition Process (BAP)

  • ProPricer experience

  • Active Secret Security Clearance


Salary Range: $96,700 USD - $145,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
