Northrop Grumman Global Sustainment & Modernization Division is seeking an Operating Unit (OU) Contracts Manager 2 to join our team of qualified, diverse individuals.  This high visibility position requires excellent oral and written communication skills, regular interaction with various levels of executive management and will be located in Sierra Vista, AZ however, full time telework can be considered for the right candidate. The OU Contracts Manager will need to provide contractual strategy leadership, as well as have the ability to mentor and train assigned staff (9+ personnel at varying levels) and manage all contract administration efforts for the Autonomous Systems OU, reporting into the Autonomous and Tactical Air Systems Business Unit.  The OU has a varied portfolio of contract types, including FFP, CPFF, and T&M/FPLOE. The OU also has a significant amount of Direct Commercial Sales work.

  

Roles and Responsibilities:

• Develop highly effective internal/external customer relations

• Manage the team responsible for the administration of the contracts within the portfolio as well as overall proposal strategy and review 

• Provide advice and counsel on contractual risks and mitigation to senior leadership

• Review and approval of contractual documents to protect the company’s contractual posture, adherence to company policies, provide advice and counsel to various levels of leadership regarding contractual rights and obligations and interpretation of terms and conditions 

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

• Highschool or GED with 14 + years of relevant experience in US Government contracts

• Bachelor’s Degree with 10+ years or Master's with 8 years relevant experience in US Government contracts administration/management

• US Citizen and able to obtain a Security Clearance – Secret

• Excellent verbal and written communication skills and the ability to maintain strong working rapport with internal and external customers

• Candidates must have senior level experience in understanding and interpreting FAR/DFAR

• Demonstrated understanding with recent experience in international, commercial or US Government FAR Part 15 Contracting with experience in administration of various contract types (i.e. Time and material, Cost type, Firm Fixed price, etc.)

• Strong proposal development skills, senior level negotiation skills and excellent oral and written communication skills

• Must be able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast-paced environment

• Must be a team player who is proactive and possesses excellent problem solving, communication, and organizational skills

• Must possess excellent decision-making skills that support resolution of complex problems while minimizing risk to the Corporation

Preferred Qualifications:

• Master’s degree or higher

• Demonstrated ability to effectively communicate with and influence others to include mentoring and developing a team

• Strong problem-solving skills and the ability to be flexible and change directions when needed

• Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts

• Experience in International Contracting to include direct negotiations with foreign customers as well as interpreting international terms and conditions

• Experience with Foreign Military Sales (FMS)

• Demonstrated ability to lead teams and develop talent, 2+ years of management experience

Salary Range: $105,600 USD - $158,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
