Northrop Grumman Mission Systems is seeking either a Band 2 Contracts Administrator or a Band 3 Principal Contracts Administrator to join our Contracts teams in supporting the SABR and Global Tactical Programs Operating Units based in Linthicum, MD. Successful candidates are expected to work both in-office and remotely in accordance with emerging business needs. Occasional travel to customer sites is required and estimated at 10%.

Roles and Responsibilities include:

• Administers, extends, negotiates, and terminates standard and nonstandard contracts.

• Reviews and analyzes customer Requests for Proposal (RFPs) to understand Statements of Work (SOW)/contract requirements and advise the program team on contractual terms and conditions.

• Ensures company proposals are fully responsive to prospective customer requirements, prepares proposal submittal documents, and coordinates appropriate levels of internal review and approval.

• Manages fact-finding, evaluation notices, and negotiations between customer and program team.

• Builds knowledge of pricing principles and FAR/DFARS and associated Federal Contracting regulations.

• Applies sound judgment to proposal strategy, contract formation, and customer relationships.

• Manages and administers Contractual Data Requirements List (CDRLs) and other reports, advises management of contractual rights and obligations, compiles and analyzes data, and maintains historical information through the closeout process.

Basic Qualifications for Contract Administrator Level 2:

• Bachelor’s Degree with a minimum 3 years previous experience in contracts, subcontracts, finance, or other business management related function; or a Master's degree or JD with a minimum of 1 year previous experience in contracts, subcontracts, finance, or other business management related function.

Basic Qualifications for Principal Contract Administrator Level 3:

• Bachelor’s Degree with a minimum 6 years previous experience in contracts, subcontracts, finance, or other business management related function; or a Master's degree or JD with a minimum of 4 years previous experience in contracts, subcontracts, finance, or other business management related function.

• Complete understanding and application of principles, concepts, practices, and standards. Independently demonstrates the skill and ability to perform fairly complex professional tasks.

• Must possess ability to provide advice on a wide range of contractual and business related matters including proposal strategy, estimating & pricing, audits, contract formation and customer relationships.

• Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

• Demonstrated ability to protect the contract baseline with diligent attention to managing contract change activities.

• Working knowledge of commercial contracting.

• Skilled at preparation and analysis of data and figures with aptitude to compute, analyze, and interpret numerical data for reporting purposes.

• Capable of adapting to unique and new situations and strong ability to learn quickly on the go.

• Proficient in daily use of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.) and other PC programs and software.

• Must be able to obtain a Secret Clearance and Special Program Access. 

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

• Recent experience as a Contracts Professional in the defense industry.

• Proficiency and experience supporting sole source and competitive acquisitions.

• Strong working knowledge of the FAR, DFAR and other U.S. Federal Government contracting regulations.

• Experience with various contract types including Firm Fixed Price (FFP), Cost Reimbursable, and Time and Material contracts.

• Familiarity with Northrop Grumman businesses, policies and practices.

• Strong written, verbal, interpersonal communication and presentation skills.

Salary Range: $67,000 USD - $100,400 USD

Salary Range 2: $82,400 USD - $123,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
