Northrop Grumman's Propulsion Systems (PS) Business Unit is seeking an Earned Value (EVMS) Manager 3 located in Magna UT. Along with their support team, this EVMS Manager 3 will work with individual Program and Space Sector Leadership to ensure EVM compliance on Propulsion Systems Programs. A major responsibility of this manager will be to develop rapport with Government compliance agencies such as DCMA and the IC community in identification and resolution of non-compliant EVM issues, and specifically assisting the program(s) to maintain an EVMS site validation.

The Propulsion Systems EVM Manager 3 will report directly to the NG Space Sector EVM Manager and will be responsible for their EVM team including staffing, employee engagement, development, employee goal setting, mid-year and annual reviews, and issues resolution within their support team of EVMS Analysts as well as their teams’ interactions with various PS business unit associates.

The Propulsion Systems EVM Manager is responsible for supporting Validation Reviews, Joint Surveillance Reviews, Internal Audits, and Internal Surveillance of EVM required programs per NG guidance. This includes, where necessary, issuing internal corrective action requests (iCARs) and tracking them to closure. This individual is also responsible for reviewing procedures within Propulsion Systems as they relate to Earned Value Management compliance and advising, where necessary, to help revise procedures to ensure compliant processes.

Responsibilities will include, but not be limited to, the following: 

  • Coordinating EVMS training activities for all appropriate personnel including CAMs.
  • Utilizing knowledge of Program Scheduling and scheduling tools.
  • Consulting on all programs set up and start-up with focus on EVMS compliance.
  • Providing EVM focal compliance analysis for all large and small programs.
  • Providing program Cost & Schedule Data to Sector and/or Division, as required.
  • Ensuring EVMS-DECM Metrics analysis is performed on EVM required programs.
  • Providing EV tools collaboration with Sector Tools Team.
  • Planning and execution of annual Internal Surveillance Program.
  • EVM command media coordination with Sector and Division providing updates, as needed.
  • Coordination of IBR and EVMS compliance reviews of subcontractors, as required.
  • Developing close working relationship with PS program leadership and program execution teams.
  • Participating in and supporting the Space Sector Division Leads Team, including support for cross-divisional assignments, as needed.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

  • Bachelor’s Degree from an accredited university with 10+ years of a combination Business, Finance, or related field experience that includes program cost control and planning – OR – a  Master’s Degree from an accredited university with 8+ years of a combination in Business, Finance, or related experience.
  • Leadership Experience.
  • Extensive working knowledge of and experience implementing Earned Value Management (EVMS) Systems.
  • Experience in auditing compliance including data review and analysis.
  • Expert proficiency in Microsoft Office tools (Excel, Word and PowerPoint).
  • US Citizenship.

  • Master’s Degree

  • Primavera Scheduling
  • Power BI analytics
  • Current or previous experience working with restricted customers

Salary Range: $138,400 USD - $207,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
