Requisition: R10107524, MGR1 Publications

Seeking a multi-faceted Manager for Publications development. Candidate is responsible for daily operations of multiple publications teams for multiple programs in training documentation and technical manual development to include direct supervision of the staff, assignment of work, schedules, day to day workflow, and operating costs. Supervises technical manual (TM) development staff by using thorough knowledge of applicable military standards to include MIL-STD-400051-1 and -2, MIL-PRF-63002, MIL-HDBK-1222, and MIL-HDBK-2361. Has indepth knowledge of the U.S. Army's Interactive Authoring and Display System (IADS), PTC's ArborText Editor/Composer (v5.4 - 8.2), and UltraEdit to successfully install, administer, and operate the software to support TM development. Supervises training material developers in the development of Student Guides, Lesson Plans, Programs of Instruction, and Computer Based Training (CBT) assets using a variety of tools to include the Microsoft Office Suite and Adobe Acrobat. The candidate will ensure that staff adhere to established policies and precedents per each program's guidance and will obtain a full working knowledge of procedures and practices. The candidate will liaison with program leadership as well as supporting organizations such as engineering, provisioning, parallel training and publications departments, field support representative, subject matter experts, and the customer. Actively seeks out required information from a variety of sources as needed to support tasks and assignments. Represents programs in customer meetings and the determination of requirements, contractual standards, and compliance.

Basic Qualifications:

To be considered for this position, you must, at a minimum, meet the following knowledge, skills, and abilities.

- Must have a current active Secret Clearance.

- 8 years of experience with a Masters or 10 years of experience with a Bachelors – both directly related to technical documentation development; 12 years of experience may be considered in lieu of degree.

- 6 years of experience and advanced skills with Microsoft Office suite of tools with emphasis on Excel and PowerPoint.

- Experienced with using IADS, ArborText Editor/Composer or similar xml editing software.

- Experienced utilizing Adobe Acrobat (Pro) to manipulate documents to include existing pdfs.

- Ability to research, review, and understand technical information, interpret engineering drawings, and develop procedural information for technical documentation.

- Able to utilize appropriate DTDs, Style Sheets, and xml specifications to create, write, edit, review, finalize, and publish Operator and Maintainer Field and Sustainment level ETMs and IETMs as well as SUMS, SAMs, and DMWRs.

- Possess strong oral and written communication skills and be able to prepare and present reports and presentations using MS Office products to co-workers, managers, and customers.

- Able to adapt.

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration.

- Ability to the ability to multitask on more than one project at a time.

- Proficient in XML tagging for paged-based and frame-based technical manual development.

- Proficient in the function and use of Document Type Definitions (DTDs), style sheets, and associated LiveDTDs.

- Served as a supervisor, team or section lead for technical writing staff.

- Experience with developing technical materials in an agile software developmental framework environment with daily scrums and monthly sprints.

- Familiar with Jira and Konban.

- Experience working with Field Service Representatives/Field Service Engineers.

- Experience as a photographer.

Salary Range: $92,600 USD - $138,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
