Northrop Grumman Aeronautics Systems sector is seeking a Publications Manager to lead our team of qualified, highly engaged, and enthusiastic proposal publications and production team (desktop publishing, graphics, editors, coordinators) focused on capturing new business.  We seek an experienced proposal manager with the skills, vision, and people skills to execute highly effective proposal efforts with a multifaceted team of proposal participants. Publications Managers work in collaboration with capture managers and proposal managers on project-specific requirements to enable successful execution of proposal and programmatic tasks. Qualified candidates must be prepared to thrive in a highly active environment that demands collaboration, innovative thinking, and use of tools to effectively communicate to employees, customers, the public, industry, stakeholders, and others.  This position will be located in Redondo Beach, California reporting to the senior manager of Proposals and Reports for the sector.

Qualified candidates must be proficient in English, Journalism, desktop publishing or have extensive experience working aerospace proposals, extensive knowledge of the Microsoft Office software and Adobe Acrobat Professional, and the ability to work on PC operating system. We are looking for someone to infuse new ideas and techniques into projects and help to elevate the value of our proposal production team. Customer satisfaction is a top priority and qualified candidates must have demonstrated experience working multiple projects, performing to tight deadlines, being attentive to details and possess coordination and project and time management skills. Candidate should have excellent oral and written communications skills with all levels of corporate personnel. Work with budgets, schedules, and the CMS ticketing system.

  • Manage workflow and staffing for proposal production teams that include proposal coordinators, editors, artists, and document integrators.
  • Staff proposals for NGAS and NG Space (Strategic Space Systems, Strategic Deterrent Systems, Payload and Ground Systems). Staff surge support for NGDS.
  • Selection, hiring, and onboarding new employees and contract labor.
  • Request security (DOD, SCI, and SAP/SAR) clearances for staff
  • Training, leading, and directing activities of team members through execution of a formal proposal production process.
  • Mentor and coach employees in performance and career development
  • Develop training materials.
  • Determine needs for outsourcing staffing and evaluate and select candidates from the NGMS Competition Management Program.
  • Manages all decisions directly affecting publications operations, policy, and procedure.
  • Maintain awareness of trends and events in the proposal industry that may impact this department.
  • Continuously review and ensure implementation of improvements for Technical Publications products and processes.
  • Demonstrate an understanding of industry terminology.
  • Collaborate with proposal teams across the country to ensure consistent and compliant proposal submittals.

Basic Qualifications:

7 years of related experience with a Bachelors degree or 5 years of related experience with a Masters degree.

Solid history within proposal field

Must be able to obtain and maintain a secret clearance

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
