Northrop Grumman Mission Systems sector is seeking a Test Engineering Manager 1 to join our team of qualified, diverse individuals. This position will be located in San Diego, CA, supporting the F22 Sustaining and JCREW programs.

As part of the corporation’s Communications Center of Excellence, we are the ‘equipment providers.’ Our team of communication systems experts is producing state-of-the-art electronic warfare and mission critical Communication, Navigation, and Identification equipment.

Job Scope

The Test Engineering Manager 1 reports to the Operations Engineering Manager and is responsible for the supervision of engineers and other salaried professionals. The ideal candidate manages a team that is responsible for the design, development, and implementation of testing methods and equipment. The team plans and arranges the labor, schedules, and equipment required for testing and evaluating standard and special devices. The team also provides the test area with parameters for sample testing and specifies tests to be performed, compiles data, and defines changes required in testing equipment, testing procedures, manufacturing processes, or new testing requirements. The Test Engineering Manager oversees process improvement projects related to testing that are aligned with business strategies, and also contributes to the completion of organizational projects and goals.

The position requires interface and coordination with other Production support departments as well as regular interface with multiple levels of management. Basic knowledge of Shop Floor Control Systems is desired. The candidate must have proficient writing, presentation, and team skills as well as the ability to conduct presentations to upper management.

Direct Work Involvement

Monitors work operations of exempt and/or non-exempt employees on a daily basis and actively assists or provides direction to subordinates as required. May perform, especially in staff or professional groups, on-going operational tasks of organizational groups.

Policy Involvement

Executes department procedures that typically affect individual employees within own department. Policy management: Administers and executes policies and procedures that typically affect individual subordinate employees.

Basic Qualifications:

  • 5 Years of relevant experience, plus a bachelor's degree in a relevant STEM degree; 3 years with a Masters; 0 years with a PhD.
  • Ability to obtain DoD security clearance and special program access as needed
  • Excellent communication skills with capability of briefing all levels of management
  • Basic understanding of electronic hardware and its interaction with software
  • Project planning and management experience for moderately complex tasks


Preferred Qualifications:

  • B.S. or higher-level degree in Electrical Engineering or another related technical field
  • Experience in a full rate electronics manufacturing environment
  • Familiarity with government contract work
  • Strong business understanding from a decision-making standpoint
  • Active DoD security clearance

Salary Range: $123,200 USD - $184,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
