Northrop Grumman Mission Systems is seeking a Functional Manager to support the SNAP Department (Strategic Networks, Applications, and Products).  Our engineering team focuses on Network Solutions, and supports a variety of technologies across our three departments; C3 Solutions, Strategic Networks, and Small Form Factors. C3 Solutions, specializes in Tactical Data Link processors, emulators, and simulators.  Our Strategic Networks team builds solutions to defending our country's nuclear assets.  And lastly, our Small Form Factors Department brings SWaP optimized solutions (Crypto, SDRs, Space Networks) to new domains, bridging us into Space , Weapons, and more.  This position will be located in the beautiful city of San Diego, CA, at one of our two locations; Rancho Carmel, or Kearny Mesa.

The functional Management role is paired with a technical roles at an 20/80 allocation, 20% functional, 80% technical.  There is an expectation that individuals applying to this requisition will also hold a technical role on one of our NGMS San Diego based programs.  For individuals supporting a technical role, you will be able to do both. 

The Functional manager will lead a team of approximately 10-15 engineers working within the San Diego Networking Solutions OU.

Responsibilities of a functional manager include:

  • Lead direct report employees, coordinating with programs for staffing, recruiting, and training
  • Prepare and delivering performance reviews to employees
  • Evaluate employees for promotions
  • Evaluate salaries and coordinate with Human  Resources on potential adjustments
  • Assisting employees in preparing performance goals
  • Provide career guidance to employees and counseling employees on their performance
  • Contribute to building efficiencies and best practices into our Engineering Department as a whole
  • Contribute to the overall engineering engagement and retention

The Manager will support and be accountable for goals including:

  • Cultivate an inclusive and engaging workplace. Ensure employees’ work life balance is appropriate.
  • Workforce: maintain staff adequate to execute to program plans, as well as for strategic growth. Plan assignments and fill program needs to ensure success but which also offer growth to the individuals performing the work.
  • Performance management: on an ongoing basis engage with staff to identify growth opportunities, deficiencies, appropriate training, etc. Execute to the Enterprise review cycle. Manage compensation and career progression
  • Create and maintain forward-looking processes which align to strategic goals.
  • Candidate must have excellent written, communication, and emotional intelligence skills, and be able to work independently and within groups.
  • Ability to facilitate/mediate in conflict resolution matters.

Basic Qualifications:

  • Bachelor's Degree and at least 9 years of experience; Masters and at least 7 years of experience; OR a PhD and at least 4 years of experience
  • The candidate must have a full understanding of his/her specific technical discipline
  • Knowledge of engineering process, defense acquisition process, and proficiency in process development and implementation.
  • Ability to obtain a DoD Secret Clearanace; US Citizenship is required in order to obtain and maintain security clearance

Preferred Qualifications:

  • Familiarity with other organizational functions such as supply chain, procurement, logistics, and mission assurance.
  • Experience leading large teams or organizations
  • A current technical role in the SNAP OU
  • Technical experience and leadership developing products for the military. 
  • Relevant experience must include at least 5 years of professional software development.
  • Previous experience as a functional manager or technical team leader.
  • A current technical role supporting a San Diego Mission Systems program


Salary Range: $147,800 USD - $221,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
