The Manager, Ground Systems Engineering reports to the Sr. Manager, Ground Systems Engineering within the Integrated Operations Directorate, Tactical Space Systems Division of Northrop Grumman Space Systems (NGSS). The Systems Engineering group is responsible for the management, sustainment, administration, and maintenance of ground systems supporting customer missions for NGSS-delivered space and ground systems located at a customer site. The Ground Systems Engineering team has grown significantly in support of National Security special access programs.

Duties & Responsibilities:

  • Managing a team that will perform deployment/installation of satellite ground stations.  This will include developing and executing test procedures to certify the stations for operation.

  • Troubleshoot and debug ground stations.

  • Assist in the procurement of new ground stations including design, specification, and subcontracts oversight.  

  • Has functional responsibility for current and new staff, performance evaluations, and salary reviews.

  • Has responsibility for managing within overhead budget constraints, and for supporting annual capital planning cycles.

  • Ensures personnel are properly trained to perform their assigned duties

  • Ensures the Ground Systems Engineering team executes agreed upon scope within cost & schedule constraints.

  • Ensures proper processes are documented, trained, and followed.

  • Interfaces with external customers to maximize customer satisfaction.

  • Operate RF test equipment and debug down to the component level.

  • Provides support to reviews & monthly reporting, action item track, task & resource management.

  • Supports and enforces all Quality Assurance processes and procedures

  • IT security: Maintaining current IT security standards as well as strategizing means to adapt to changes in IT security requirements and strategies.

  • Maintains close coordination with the Sr. Manager, Ground Systems Engineering and the rest of the Integrated Operations team to ensure standardization and efficiencies are in process and are being executed.

Basic Qualifications

  • BS / BA  in Engineering, Computer Science, Information Technology, or related field and 10 years of experience with real-time satellite operations, antenna field engineering with Bachelors; or MS / MA in Information Technology or related field and 8 years of experience (Additional years of experience will be accepted in lieu of degree)

  • Experience with mission operations centers and end-to-end ground system engineering

  • Experience with management, field engineering, sustainment, administration, and maintenance of Satellite Ground Systems

  • Experience interfacing with external customers on a technical and programmatic level

  • Leadership/Management experience and/or training

  • Experience with scheduling the ground field engineers for on-call duty and shift differential and extended work week assignments.

  • Must have U.S. Citizenship with a current or active Top Secret level clearance and the ability to obtain SCI level access. 

Preferred Qualifications

  • Experience as a Cost Account Manager, program manager, functional manager, or as the lead of a mission operations/ground systems field engineering lead

  • Experience with the operation of a broad spectrum of space missions, including commercial GEO communications satellites, LEO / HEO science and exploration satellites

  • Experience with building, configuring, installing Linux / Windows OS/Servers, Networking products, information assurance compliance, and virtual environments.

  • Experience in configuring, deploying, and maintain ground COTS software systems.


Salary Range: $147,800 USD - $221,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
