Northrop Grumman Space Systems Sector, Tactical Space Systems Division, seeks a qualified Staff Systems Engineer for the role of the SEIT Lead who will be responsible for directing the execution of the overall systems engineering, integration, and test (SEIT) effort on a Ground development program. This position is located in Dulles, VA.

Successful candidates for this position will work in a technical role for the National Security Systems (NSS) business area in the Space Domain Awareness OU. This operating unit includes technical roles at the mission, segment, subsystem and component level. They span the entire program life cycle from early concept studies, design development, system integration/test, launch and early ops, mission ops/sustainment and system disposal.
The SEIT Lead is also responsible for horizontal and vertical integration across all engineering elements of the program. The SEIT Lead ensures the integrity of engineering processes, and timely development of core engineering work products. The SEIT Lead typically has Control Account Manager (CAM) responsibility, which comprises cost and schedule management for the SEIT work scope. The SEIT Lead interfaces with the Program Manager, other engineering team leads, as well as the customer. The SEIT lead will be the primary interface for multi-party technical working groups and will manage giver-receivers and action tracking.
Duties/Responsibilities:
- Serve as the cost account manager for the systems engineering (and potentially multiple other organizations) responsibilities
- Plan and execute the core functions and ensure the project team has qualified staff to execute the program core functions
- Plan, execute, and close out program reviews and milestones (e.g., SRR, MVP, MVC, FAT, SAT, etc.)
- Ensure system technical compliance with the program Statement of Work (SOW), system requirements, and manage scope control of technical team
- Manage the vertical and horizontal technical integration throughout the product teams and program life-cycle
- Oversee configuration management of the overall Program Baseline
- Serve as the Logistics and Supportability Interface ensuring that all applicable specialty engineering disciplines horizontally integrate across applicable phases of the program lifecycle
- Collect, manage and report the program metrics and Technical Performance Measures (TPMs)
- Manage risk and opportunity and the production of core engineering work products and track the work products and associated program dependencies in the program schedule
- Oversee the establishment and execution of the program lifecycle and work products
- Support the transition of the project to the operations, maintenance, and sustainment stakeholders
- Coordinate between the technical leads, program manager, and customer to ensure the integrity and executability of the program technical baseline
- Act as primary technical working group lead and interface with external parties; managing contractor giver-receivers, track actions, and manage technical team interactions
- Lead technical management and execution of the SE team; direct and control integrated engineering development at the system and mission levels
- Provide their team the direction to verify implementation of each segment
- Support requirements development and maintenance within the MBSE model
- Identify and manage resources required to support test planning, testing, and mission milestones
- Manage the cyber and infrastructure team to ensure successful stand up of an accredited environment and continued maintenance of such environment
- Lead system analysis and trade studies as needed
Basic Qualifications:
- B.S. in STEM - Science, Technology, Engineering, Math or related area and 12 years of experience; M.S. in STEM or related area and 10 years of experience
- Must have US Citizenship with current or active Top Secret/SCI Clearance at time of application
- Knowledge Earned Value Management (EVMS)
- Experience leading technical teams
- Experience in systems development, integration, and test
- Understanding of DoD systems engineering requirements
Preferred Qualifications:
- Familiarity with Ground Systems
- Familiarity with software development and agile processes
- Experience working with 3rd parties and developing partner/customer relationships
