Northrop Grumman Aeronautics Systems has an opening for a Functional Homeroom Department Manager located at Palmdale, CA.

Northrop Grumman Aeronautics Systems – High Altitude Long Endurance (HALE) & Special Projects Test Center is seeking an Engineering Manager 3 to be the Department Manager (DM) for the Palmdale Ground and Flight Test Department and help the Test Center Director with management of the organization.


 The Test and Evaluation (T&E) HALE & Special Projects Test Center is responsible for test and evaluation personnel, processes, and tools for manned and unmanned airborne programs tested at Palmdale CA.  T&E operates a wide range of integration facilities, structural test facilities, ground and flight test facilities, and chase aircraft to support experimental, developmental and acceptance testing for numerous major aircraft programs. The Test Center Director leads a team of approximately 650 ground and flight test engineering and technician experts. Department responsibilities include: Coordination of ground and flight test activity at Palmdale to maximize operational efficiency; safety of operations; program staffing; program test engineering oversight (RCCA investigations, FRRs, TRRs); long range planning; leadership development and knowledge retention; team engagement and collaboration; developing and driving affordability strategies; and Identifying and implementing process improvements in ground and flight test.
 

Responsibilities of the Department Manager include:

  • Assist in the development and implementation of departmental vision and strategies regarding People, Process and Tools.  

  • Work to drive employee engagement, improve employee development, improve training, and the retention of top talent.

  • Support departmental staffing for management & senior technical positions through the development of requisitions, facilitating and conducting interviews, onboarding, and mentoring of staff.

  • Support in the redeployment of department personnel by identifying opportunities and facilitating interviews with other managers and departments as required.

  • Work to identify and implement process improvements as a member/alternate member of a Process Working Group (PWG) Board and Technical Disciplines (TDs).

  • Support TDs as Co-Chair of the group, convene meetings, seek data, and manage the TD SharePoint & date archive.

  • Support process audits, Independent Review Team evaluations, tiger teams, RCCA investigations, deep dives, and pre-milestone reviews. 

  • Serve on review boards and participate in program reviews (SRR, PDR, CDR, TRR, FRR) as required.  

  • Assist with cross department integration activities, data calls, metrics generation, data collection, and reporting. 

  • Champion engagement activities to improve the workplace environment.

  • Interface directly with test engineers, test leadership, technical experts and other management in the department.

  • Assist with employee performance management, goal development, mid-term counseling, end of the year performance evaluations, leadership development and knowledge retention. 

  • Assist the Test Center Director in managing the engineering teams by assisting with managing the day to day execution of department activities, including managing section managers, and acting as the Department Manager’s DOA in his or her absence.  

  • Some travel and special assignments may be required.

 
Basic Qualifications:

  • Bachelor’s Degree in a Science, Technical, Engineering or Math field (STEM) and 9+ years of experience in any of the following: Systems Integration and Test, Air Vehicle Flight Test, Air Vehicle Ground Test, Software Integration and Test, Lab Test and Software Simulation and Test

  • Must have minimum 5 years’ experience in a leadership or first level manager role

  • Possess excellent leadership, interpersonal, and oral/written communication skills.

  • Must have the ability to obtain and maintain PAR (Special program access).

  • Selected Candidate must be willing to work various shifts depending on the business needs: 4x10 schedule (Mon-Thurs) 1st shift; 4x10 (Mon-Thurs) 2nd shift; 3x10 schedule Fri, Sat, Sun) 2nd shift; 3x10 schedule (Fri, Sat, Sun) 1st shift. 

  • Must have an Active DoD Secret or Top Secret clearance with full investigation within the last 6 years

 
Preferred Qualifications:

  • MS Degree in a Science, Technical, Engineering or Math field (STEM)
  • Experience with SIT&E processes and procedures to support both management and engineering tasks
  • Familiarity with current programs across NGC – AS Sector
  • Experience building diverse/inclusive teams with engaged team members
  • Desire to drive change
  • Prior functional management experience with knowledge of FHR processes

Salary Range: $160,200 USD - $240,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
