The Lab Manager will be responsible for providing functional management, leadership and technical support to the Program System, Integration, Test and Evaluation (SIT&E) Lab Operations Team. Manage functional resources and develop processes and procedures applicable to standing up and operating laboratories.  Manage cost and schedule performance to the program budget and schedule.  Identify personnel requirements to support lab design, standup and operations.  The Lab Manager will be the primary point of contact for definition and control of technical requirements pertaining to test and evaluation laboratories and facilities for the program.  The Lab Manager will provide coordination and communication between other Program IPT teams. Functional Homeroom Manager responsibilities will include but not be limited to: holding regular staff meetings, performing goal setting, mid and end of year performance reviews, supporting ranking and rating exercises and performing merit increase activities.

RAA (Responsibility, Authority and Accountability) may include, but not be limited to:

  • Manage/Lead a team of System Test Engineers, Design Engineers, Cyber/VDI/Network Engineers and Technicians to design, build, operate and maintain lab spaces for the Program.

  • Define the processes and CONOPS for how SIT&E Lab Operations will execute on the program.

  • Provide leadership, support and expertise to attain program goals and objectives. Ensure compliance within NGC policies, procedures and processes.

  • Provide support and management for building up the program labs.  This includes but is not limited to interfacing with program IPT personnel to understand requirements, interface with the program PIT team and the Facilities organization in order to fulfill requirements.

  • Support, coordinate and lead planning and implementation efforts of program test environments and resources internal and external to the Melbourne SIT&E team

  • Interface and coordinate with other location SIT&E members as well as other program IPT teams to ensure attainment and execution of program requirements.

  • Provide Integrated Product Team (IPT) leadership for definition, planning and conduct of SIT&E test programs supporting the Program. 

  • Participate in technical exchanges with program SIT&E specific customers, users and AS Test and Evaluation organizations. Provide leadership support to the resolution of technical and schedule issues.

  • Perform common managerial accountabilities and tasks in accordance with the guidelines listed in MC0001.

  • Provide functional manager support, goals, rating, rankings, and year end reviews.

 Basic Qualifications:

  • Minimum of 9 years relevant work experience with Bachelor’s Degree in STEM; 7 years with a Master's degree

  • 3 years' experience managing staff

  • Active in-scope DoD Secret clearance or higher is required, and able to be successfully screened for Enhanced Security Clearances

  • Ability to obtain and maintain a PAR

Preferred Qualifications:

  • Strong technical writing and communication skills. Flexibility to evolving program environments.

  • Interest in new business development

  • Experience with developing and presenting technical documentation and briefings to customers and organization leadership.

  • Experience in new business development and proposal management, from capture planning to proposal delivery.

  • Active in-scope Top Secret clearance with current or previous Special Program Access


Salary Range: $127,700 USD - $191,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
