The Engineering Manager role within the Strategic Sourcing organization is a collaborative function responsible for the development and implementation of advanced supply chain strategies to achieve complex operational business objectives.  As a core function within the Advanced and Strategic Operations organization, this position will have substantial input into setting sector wide strategy.  As a leadership position, the role will focus on leading the Sector’s Make/Buy process and strategy to drive strategic investment decisions both internally and with our Supply Chain partners.  This position will interface with all Mission Systems organizations as well as provide engagement opportunities with senior level leadership.

We are looking for an experienced and cross-functional leader, comfortable executing in ambiguous situations, and able to quickly come up to speed to work autonomously across fast moving demands.  In this role, you will lead the Sector Make/Buy Council, including investment strategy, supplier partnerships, discriminating technology development, and sourcing strategies that align with Sector/Division priorities. You must have exceptional communication skills to quickly understand what is required to help Capture teams win, develop compelling value propositions, and prepare strong business cases to leadership.

Responsibilities include but are not limited to:

Lead the Sector’s Make/Buy Strategic Framework and Make/Buy Council to drive Internal and External investment decisions

Performs Supply Chain assessments of long-term capability, capacity or affordability gaps for key strategic Captures and Program execution 

Lead Sector level Strategic Partnership agreements to drive affordability, reduce risk, and leverage innovation and investment within the supply base

Lead projects to frame, develop and deliver solutions to meet the sector’s long term strategic goals and help rapidly integrate new, more affordable capabilities into our products and services

Develops and executes sourcing strategies and long-term supplier development plans for key strategic technologies

Partners with cross-functional leaders to understand Program, Business Unit, and Product Line strategies and align next generation technology roadmaps with partners

Collaborate early on strategy, new technology, and designs key stakeholders and cross-functional strategic organizations

Develop and Champion Differentiating Technologies within the Supply Base to enable Sector Growth

This position can be on site in Baltimore, MD, San Diego, CA, Rolling Meadows, IL or 100% remote

Basic Qualifications:

Bachelor’s degree and a minimum of 9+ years of related experience in an Engineering or Operations environment

5+ years of team lead and/or people management.

Possess strong critical thinking and problem solving skills

Demonstrated ability to influence without direct authority

Effective communication and presentation skills

Exceptional leadership and teambuilding skills

Ability to effectively interact with program management, business unit and supply base executives and functional management

Eligible for a secret clearance

Preferred Qualifications:

Experience with and a working knowledge of mission systems product lines and technology building blocks.

Demonstrated experience in working with Suppliers on advanced technologies

A background in and understanding of manufacturing and or engineering processes, technologies, and programs.

Experience in proposals, business development, acquisitions, and associated customer interactions

Product transition from development to production methodology and implementation

Experience supporting cross-sector, cross-functional initiatives and/or programs.

This position reports to Linthicum, MD, USA, however, you are able to work from any of the additional 4 locations listed above.


Salary Range: $145,700 USD - $240,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
