The Tactical Space Systems Division Manufacturing organization has an opening for an OPM Manager 2 in Dulles, VA or Gilbert, AZ to support the Space Systems Division. This is both a functional management position with direct reports and a Project Leadership position. The Manufacturing Operations Project Managers (OPMs) are the interface between the Tactical Space Division Business Units and Manufacturing. This position is responsible for schedule management and cost accountability of manufacturing activities for their respective Business Division.  The OPM manager and their team will be supporting programs like HALO, CRS and other commercial programs.

Responsibilities Include:

  • Manage the production execution for Business Unit programs

  • Manage Manufacturing cost and schedule performance

  • Serve as Manufacturing lead for all proposals in the Business Unit

  • Create and lead teams to resolve the issues adversely impacting the Manufacturing execution of the programs

  • Understand and report on Manufacturing Operations status at the required level of detail to the Program Manager, Sector Executive Management and customers

  • Ensure Manufacturing has the needed resources to execute the programs

  • Serve as Functional Manager and direct the work of the reporting Operations Project Managers

  • Perform manpower planning and execute hiring to support the Business Division

  • Mentor, develop, and assess direct reports

  • Provide strategic leadership to ensure all Program and Manufacturing objectives are achieved

  • Provide Manufacturing expertise to support the strategic vision of the Business Division

Candidate must have demonstrated ability in working with cross organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.

Basic Qualifications:

  • Bachelor's degree and 8 years of experience (5 additional years of experience in lieu of degree)

  • Must be a U.S Citizen with ability to obtain and maintain a security Clearance

  • 5+ years of experience leading people and/or projects

  • 2+ years of direct people leadership experience

  • 8+ years of experience working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles

  • Working knowledge of ERP and MRP systems

  • Earned Value Management experience as Cost Account Manager (CAM)

Preferred Qualifications:

  • Master’s Degree

  • Demonstrated expertise in the following systems and concepts:

    MRP and IMS Scheduling

    Cost Point production planning and material management tools

    Windchill, TipQA, Cognos,

    Continuous Improvement, Lean Manufacturing and Manufacturing

  • Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions

  • Excellent presentation and communication skills

  • Program execution experience

This position reports to Sterling, VA, USA, however, this position can also be worked from Gilbert, AZ, AZ, USA.


Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
