Northrop Grumman Strategic Space Systems is looking for you to join our team as a Manager of Office Planning 2 based out of the Redondo Beach, CA location.

As a key leader, the Site Operations Office Planning Manager will provide leadership in a high performing team and will be responsible for developing and verifying a variety of space requirements across campus, developing and tracking metrics on site utilization and managing the supporting data, and site real estate interface enabling the successful execution of Space programs at Space Park. The position requires a solution-based philosophy and the demonstrated ability to develop practical execution plans in a dynamic and complex environment. Candidates must demonstrate a proven track record of solving complex problems through systematic and objective evaluation of information and data resulting in effective communication, collaboration, and implementation of a strong operational foundation with a diverse set of stakeholders. Strong leadership characteristics are essential as this role implements strategies to meet or exceed cost, schedule, and performance objectives. This position requires a candidate with strong organizational and decision-making skills with the ability to lead in an environment of continuous change. This position requires the ability to report out at the senior leadership level including status, planning, risks, opportunities, schedule, etc.  Collaboration with programs and functional leaders to develop and nurture a highly competent and engaged team that delivers on commitments and embodies “best culture” is essential.

A successful candidate in this role will be interested/energized by and able to:

  • Plan utilization of office and lab space with requirements of organizational efficiency, and available facilities and funds
  • Develop and recommends long-range plans and strategy to meet future office and technical space needs
  • Develop, manage, and maintain site occupancy and utilization data and metrics
  • Formulates, recommends, and ensures compliance with approved standards and policies relating to office space and furnishings
  • Provide liaison with owners of rented office space in matters relating to planning and execution of alterations/leasehold improvements, occupancy, and adherence to lease allowance and terms
  • Navigate ambiguity and develop a systemic approach and strategy to address and solve problems
  • Build relationships and effectively listen and communicate to influence, and ensure accountability across a network of stakeholders
  • Analyze and make recommendations around business challenges based on data and metrics
  • Engage with all employees up through executive leaders to understand requirements and expectations, and inspire a retentive team culture
  • Attend and/or lead project meetings and provide status including presenting operations status to site leadership
  • Define, adjust, and hold team accountable to the organizational operating rhythm, goals and initiatives
  • Oversee execution of key strategic projects and deliverables; engaging all relevant stakeholders to ensure success - establishing needed partnerships, developing program plans, and driving accountability for performance
  • Ensure consistency and clarity in adhering to processes and procedures.
  • Integrate metrics, develop, and refine dashboards, leverage and embrace digital transformation opportunities to streamline procedures and processes
  • Deliver presentations to customers, senior leadership and other program stakeholders
  • Identify, allocate and manage team resources including workforce planning, performance management process, etc.
  • Conduct thorough risk & opportunity management practices including identification, mitigation and realization

Basic Qualifications:

  • Bachelor’s Degree and 7+ years, or Master’s Degree and 5+ years experience supporting U.S. Government contracts and customers and/or project management in other industries
  • 3+ years of experience in a Program/Project Management role
  • Candidate must be able to obtain and maintain an active U.S. Government security clearance at the Top Secret level, OR an active U.S. Government SCI access with a Single Scope Background Investigation (SSBI)
  • Demonstrated experience in applying the following principles:   
    • Business Acumen:  The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of decisions, actions, and performance of a project
    • Issue & Problem Resolution:  The ability to identify and address project impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the organization.
    • Planning, Scheduling & Earned Value:  The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
    • Demonstrated senior management level presentation and communication skills

Preferred Qualifications:

  • Aerospace industry and/or Northrop Grumman Space Park site experience
  • Active, current DoD Secret, Top Secret, or SCI Clearance
  • Site Operations management experience
  • Facility/construction/space planning experience

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
