Northrop Grumman Mission Systems has an opening for a Manager Subcontracts Administration 3 to join our team of qualified and diverse individuals in Sunnyvale, California. The position may have the opportunity to work remote/hybrid for a highly qualified/experienced candidate. This exciting role supports the Maritime/Land Systems & Sensors division, performing on Northrop Grumman’s existing programs and platforms while also exploring exciting and new opportunities to shape Northrop Grumman’s portfolio of the future. The position reports to the Director, Global Supply Chair for the Marine Systems Business Unit with sites in Sunnyvale, CA and Philadelphia, PA.

** This role provides an opportunity to lead and manage a team of 5 or more subcontract specialists and managers who are responsible for the essential functions listed below. **

Essential Functions of the team:

  • All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Supports management and development of strategic/key suppliers.

Basic Qualifications:

  • Bachelor’s Degree with at least 9 years’ experience, or a Master’s Degree with at least 7 years’ experience in any of the following: Subcontracts Management, Procurement, Program Management, or Contracts Management
  • Experience managing Programs and/or a Team of 5+ people
  • Leadership experience – Manager or Team Lead experience is acceptable
  • Experience with FAR and DFARS and/or similar environments supporting programs that range from research & development to full rate production
  • Experience with SAP or related purchasing software, in addition to Excel, PowerPoint, & MS Project
  • Excellent communication skills, be self-motivated and collaborate well in a team environment across all levels.  Highly effective interpersonal skills and a commitment to fostering an engaging environment for others. Demonstrated leadership ability with the skills to influence others, interact successfully with peers, and with all levels of management in the organization.
  • US Citizenship and ability to obtain government security clearance.

Preferred Qualifications:

  • Master Degree in Business, Global Supply Chain or Project Management
  • Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
  • Strong organizational skills with attention to detail and leadership characteristics
  • Internal Northrop Grumman Subcontracts experience
  • Experience conducting presentations to and collaborating with Senior Leadership
  • Experience in negotiating Long Term Pricing Agreements and/or Risk and Opportunity Management  
  • Demonstrated experience assuring compliance with company command media and government regulations
  • Experience managing Programs and/or a Team of 5+ people in support of major defense programs

This position reports to Sunnyvale, CA, USA, however, this position can also be worked from Unknown, VA, VA, USA.


Salary Range: $145,700 USD - $240,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
