Northrop Grumman is seeking a Principal/Senior Supply Chain Business Operations Compliance Specialist who is eager to join a dynamic team with a robust supplier diversity program. In addition to other program-related activities, this position will require dedicated involvement in the small business reporting process, Strategy, forecasting and associated capabilities in the use of Excel, leading projects, and data analytics.  

The Principal/Senior Supply Chain Business Operations Compliance Specialist will review and monitor Suppliers' Small Business Subcontracting plans.  Conduct periodic training for Aeronautics System sector Contract Administrators, Buyers and others as required on statutory requirements for Global Supplier Diversity Programs.  Support manager in a proactive role and team members. Prepare semi-annual Individual Subcontracting Reporting (ISRs)/SF 294 and Summary Subcontracting Reports (SSR)/SF 295 government reports and other government reports as required.  Assist in compliance reviews with Defense Logistics Agency, Defense Contract Management Agency, and Small Business Administration.  Assist current suppliers with problem solving, submitting data, etc.  Maintain Small/SDB/WOSB Recognition Program.  Support proposals with strategy, supporting small business lead on proposal write-up, collaborate with proposal teams and Integrated Product Teams (IPTs). Support, Mentor Protégé, SBIR/STTR, Indian Incentive, Nomination write-up and submittal (Nunn Perry, Supplier and Prime Contractor of the Year and World Class Supplier/Buyer of the Year. Responsibility include Outreach representative for various local and regional trade conferences.  Attend supplier meetings, exhibits, trade shows, conferences, and special events.  Strong data analytics is the systematic skills to discovery, interpret, and communication of meaningful patterns in data in support of forecasting and reporting. 

This position may be filled at a Level 3 or a Level 4.

Basic Qualifications (Principal level):

  • Bachelor's degree with 6 years' experience in Business Subcontracting, Project Management OR Master's degree with 4 years' experience in Business Subcontracting, Project Management OR 10 years Business Subcontracting, Project Management will be considered in lieu of a degree

  • Microsoft Office Suite, SAP, Financial modeling, Excel Macros

  • Understanding of government rules and legislation, and small business regulations and definitions

  • Understanding of the FAR 52.219 & DFARS as it relates to small business subcontracting

  • Ability to obtain and maintain DoD Secret Clearance

  • Ability to obtain Special Program

Salary Range: $74,600 USD - $111,800 USD
Salary Range 2: $92,400 USD - $138,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
