Northrop Grumman Space Systems is seeking a Subcontracts Manager 1 for our Roy, UT location.

Candidate will work on the Ground Based Strategic Deterrent (GBSD) program.

The purpose of the GBSD Program is to replace the current ICBM system, including the weapon systems command and control; flight, launch and ground systems; and cyber elements.

Responsibilities for this position are as follows:

  • Lead negotiation with both large businesses and small businesses on a variety of complex-type contracts including cost-plus-incentive-fee type.
  • Knowledge of subcontract industry practices. Ability to independently demonstrate the skill and ability to perform complex professional tasks.  Able to be creative in finding solutions to resolve issues.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Collaborates in development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes award package compliant to applicable NG policies and procedures inclusive of public law requirements and  import/export regulations, administers resulting subcontracts and preforms subcontract closeout.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Ensures appropriate supplier invoice processing and payment.
  • Manage and train team of SCAs to perform all stated above

Basic qualifications:

  • Bachelor’s degree
  • Minimum of 5 years of relevant experience in subcontracts management, procurement, program management or contracts management
  • 1 year in a lead role or supervisory experience
  • Prior experience with DOD contracts or subcontracts and a variety of contract types such as Cost Plus, Fixed Price, etc.
  • Must be able to obtain and maintain a Secret clearance

Preferred qualifications:

  • Active Secret Clearance
  • Experience with SAP
  • Change Management experience
  • Negotiation skills and experience with contracts >$400M
  • Experience in supporting different contract types including cost types and all aspects of contract management from contract award through contract closeout.

Salary Range: $96,800 USD - $145,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
