LMDS has an opening for a Manager Subcontract 2 to join our team of qualified, diverse individuals. This position will be located in Chandler, Arizona.

We are seeking a highly motivated individual to lead and act as Global Supply Chain (GSC) subject matter expert for subcontracting and procurement actions across a wide range of contractual and business issues within the Strategic Space sector and Launch & Missile Defense Systems portfolio. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as lead of a procurement and subcontracts team supporting the full lifecycle of the assigned program portfolio, developing and implementing solutions to complex challenges, and lead their functional area in proposal efforts.

Job Description:

The Team:

The person hired to become Manager 2 Subcontracts Strategic Services will lead supply chain professionals performing three functions:

Strategic Agreements: Senior level Subcontract Specialists planning and implementing overarching agreements with suppliers such as Long Term Agreements (LTAs), Basic Ordering Agreements (BOAs), and Indefinite Delivery Indefinite Quantity (IDIQ) contracts, all governed by Federal Acquisition Regulations (FAR). This is the core required capability for the successful applicant. The Manager 2 must be able to create/implement standard work for this group and be able to teach others how to manage FAR-based Strategic Sourcing Agreements from cradle to grave.

Facilities/Plant Procurement: Procurement Specialists managing capital expenditures (capex), indirect spend, and limited direct spend in support of facility procurement requirements – with varying complexity across this spend/scope. The Manager 2 must be able to train and mentor the members of this group in FAR-based procurement and must be able to master and successfully navigate the company’s non-standard Capex process.

Strategic Expediting: Hourly Procurement Coordinators supporting buyers on post award management activities such as open order reports, updating expected delivery dates and status notes in the system of record, assisting with non-conformance paperwork, solving invoice problems, and triaging problem deliveries. The Manager 2 must be able to maintain standard work for this team, measure success, and provide an individualized approach to this small team of professionals performing a crucial role which is nonetheless different than the role performed by most of the professionals on the Rapid Procurement team.

Ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, regarding procurement and subcontracting principles.

Additional job responsibilities may include but are not limited to:

•           Daily operations of a team or work unit (direct supervision of the staff, assignment of work, schedules, performance development, day to day workflows, escalations, reporting, and operating costs).

•           Ownership of cost, schedule, technical performance, and achievement of critical program and project needs relating to procurements and agreements residing in the Strategic Services Team.

•           Provide strong training, performance and career development, and mentorship to direct reports.

•           Provide subject matter expertise to direct reports, peers, and members of procurement commodity groups served as customers by Strategic Services.

•           Constantly engaged in the development and execution of business process improvements.

•           Receive general strategic direction from Senior Management and additional commodity-specific strategy from peers managing commodity procurement teams. Generate a plan / tactical approach from the strategic direction provided and diligently / successfully implement with high integrity and limited supervision.

•           Receive and flows down performance goals tailored to the various functions on the team.

•           Establishes team objectives and provides tactical direction to subordinates using established policies and precedents.

•           Flexibility in work assignment within the people management function is desired; the successful candidate will likely be asked to assist in organizational transformation and change management with personal job scope shifting potentially multiple times during the re-organization process.

Basic Qualifications:

•           Bachelor’s degree with 10 years or Master’s degree with 8 years of supply chain or business management experience.  Or, in lieu of a degree, 12 years of experience in supply chain or business management experience.

•           Strategic Sourcing subject matter expert with demonstrable experience managing FAR-based Strategic Sourcing Agreements (SSAs) from cradle to grave. Some examples of such agreements are Long Term Agreements (LTAs) Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Basic Ordering Agreements (BOAs). A strong understanding of LTAs is the key need for this role, though knowledge of other SSA types is highly desirable.

•           At least 6 years of experience with increasingly complex procurements or subcontracts issued and managed in a Federal Acquisition Regulations (FAR) environment. The successful candidate must be able to serve as a Subject Matter Expert for the team, teaching and training others on FAR-based subcontracting.

o          Demonstrated experience and proficiency placing FAR/DFARS compliant orders over the Simplified Acquisition Threshold is required.

o          Demonstrated experience and proficiency obtaining and evaluating Small Business Subcontracting Plans is required.

o          Demonstrated experience and proficiency evaluating proposals and placing FAR/DFARS orders compliant to Truthful Cost and Pricing Data and Cost Accounting Standards (CAS) is required.

o          Experience with flexibly priced subcontracts is required. The ability to understand and evaluate the trade-offs between Firm Fixed Price (FFP), Time & Materials (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), and Cost Plus Award Fee (CPAF), and to compliantly execute each subcontract type is required.

o          Demonstrated experience with change management is required. Be prepared to discuss the strategies you used to contain cost and schedule in an environment with frequent engineering change orders.

o          Risk mitigation experience and experience successfully implementing root cause corrective action (RCCA) is required.

o          Demonstrated experience negotiating complex or high-risk corporate terms and conditions is required.

o          Experience leading a cross-functional team to develop a complex business negotiation strategy is required. Please be prepared to discuss the price analysis techniques used to arrive at such strategies, the negotiation methodologies leveraged, and the results obtained.

•           Demonstrated people management skills with associated soft skills that include especially strong communication, emotional intelligence, inspirational approach, boldness, and personal caring.

•           Strong presentation skills are required.

Preferred Qualifications:

•           Some experience as a team lead or people manager is preferred but not required.

•           Possession of a Certified Federal Contract Manager (CFCM) certification or a Certified Professional Contract Manager (CPCM) certification from National Contract Management Association Certification (NCMA), and demonstrated understanding of the body of knowledge, is a major advantage.

•           Costpoint experience is most desirable, however experience on other major ERP systems is an asset.

•           Strong Excel and Powerpoint skills are preferred.

•           Although not required for this position, possession of or ability to obtain a DoD Secret Security Clearance is desirable.

•           Knowledge of business law is advantageous.

•           JD preferred

•           MBA preferred

•           JD/MBA preferred

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off


Salary Range: $116,200 USD - $174,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
