The Northrop Grumman Mission Systems sector is seeking a GSC Proposal Manager 3 to join our growing team of diverse professionals. The Primary location for this position is Sunnyvale, CA or remote.

The selected candidate will work with teams creating compliant, compelling business proposals that result in winning new business with domestic customers.


  • Responsible for leading a Proposal Team, which includes approximately four to six Proposal Analysts, who direct and manage the cost, schedule, and performance requirements of the customer proposal. The Manager will be responsible for and act as the main focal point to the Program for all Major Proposal related activities within their portfolio, escalating issues to Senior Level management as needed, brief internal executive management and the Customer on the status/issues affecting performance or cost, and conduct program reviews with the Program Office. It is the Manager’s job to ensure all portfolio proposals are meeting Customer, Program, and Company needs.

The manager will further be responsible for managing the personnel on their team – coaching, growing, guiding, and enriching their careers as they manage their proposals and related tasks. The manager will also collaborate across other GSC functions to successful perform their role and responsibilities.

Responsibilities include but are not limited to:

  • All phases of the Proposal from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
  • Collaborates and generates procurement and strategic sourcing plans for handoff to GSC planning and procurement functions.
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • The selected manager should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels. This leader must be able to collaborate closely with executive leadership, program managers, contracts, operations, business management, quality and engineering.

Basic Qualifications:

  • Bachelor’s degree with at least 9-years of experience, or a Master’s degree with at least 7-years of experience in any of the following: Proposal Management, Strategic Sourcing, Subcontracts Management, Procurement, Program Management, or Contracts Management 
  • Ability to obtain a DOD Secret Security Clearance 
  • 5+ years of Leadership experience – Manager or Team Lead experience is acceptable 
  • Experience conducting oral presentations to executive leadership 
  • Experience with SAP or related purchasing software, in addition to Excel, PowerPoint, & MS Project

Preferred Qualifications:

  • Master Degree in Business, Global Supply Chain or Project Management
  • Manages and develops strategic/key suppliers.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Change Management experience
  • Risk mitigation experience
  • Special Program Access
  • Previous CAM Experience or Training
  • Knowledge of Earned Value Management System (EVM)
  • 10 years of DoD Subcontract Management Experience 
  • Internal Northrop Grumman Proposal experience 
  • Active, In-Scope DOD Secret Security Clearance or higher that has been granted / renewed within the past 5 years 
  • Significant experience conducting oral presentations to senior leadership 
  • Experience in Proposal Management in excess of $50 Million 
  • Experience with FAR (Federal Acquisition Regulations) and DFAR 
  • Experience working on high dollar development programs

This position reports to Sunnyvale, CA, USA, however, this position can also be worked from Unknown, VA, VA, USA.

Salary Range: $132,300 USD - $218,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
