Staff Supply Chain Planning Specialist

This position can be a remote position or hybrid position in Baltimore, MD or other NGMS locations to include Annapolis, MD, Apopka, Fl, Bethpage, NY, Charlottesville, VA, Huntsville, AL, Mclean, VA, Rolling Meadows, IL, Salt Lake City, UT, San Diego, CA, or Sykesville, MD, where the individual will be responsible for the management of hardware and services programs for the LMS (Land and Maritime Sensors) Business Unit of the MLSS (Maritime/Land Systems & Sensors) Division.  Manages as well as oversees and coordinates requirements assignments across the Business Unit. Supports and leads special projects that requires advanced knowledge and experience of Supply Chain planning and procurement processes.  Participates in proposal efforts including complex source selection, strategic supplier management and negotiations. Provides mentorship and training to junior team members with planning processes. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program office disciplines in program level Supply Chain strategies and plans. Ensure the timely placement and receipt of all material requirements to meet those strategies and plans in support of program requirements including complete material management / ownership (schedule, cost and Material EAC). This candidate may be responsible for multiple programs, which will have numerous variations in responsibilities from simple to complex. Utilizes process tools internally and with supplier(s) to drive quality, efficiency, and continuous improvement.

Manages Requests for Quotations and Proposals and ensures timely receipt, analyzing proposed pricing from potential supplier(s). In conjunction with manufacturing and quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required. Identifies opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations.  Manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations, if applicable. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Reviews and approves supplier(s) payment as needed.

Basic Qualifications

• Must be a US Citizen and ability to obtain government security clearance

• Bachelor's degree and 15+ years of experience required in the areas of Program Management, Subcontract Management, Planning, or Purchasing experience; Master's degree and 13+ years

• Advanced knowledge of Supply Chain planning, procurement and subcontracts principles and practices.

• Strong communication skills (verbal and written), time management skills, and information management skills.

• Strong problem-solving skills leading to innovative solutions.

• Detail oriented, strategic thinking, and analytical.

• Demonstrated interpersonal and people leadership skills; ability to leverage professional relationships

• Support the planning and execution of special projects and assignments

• Drive development and maintenance of innovative, responsive analyses, processes, infrastructure, and tools

Preferred Qualifications

• Past experience performing successfully in a buying, supply chain planning, or supply chain program management role; Demonstrated success in managing complex supplier specifications, drawings, SOW's and supplier issue resolution

• The individual with be a key contributor to the continuous improvement and streamlining of common GSC processes

• Maintains strong, positive interoffice and stakeholder relations. Represents GSC in cross-organizational workgroups, communities of practice, project teams, etc.

• Facilitate change within the organization, to achieve competitive advantage for the business.

• Experience with Earned Value Management (EVMS) or prior CAM (Control account Manager)

• Experience with DSEAs, ITAR, and international export requirements.

• Active Security Clearance or ability to obtain a Security Clearance

• Knowledge of U.S. government and industry supply chain practices

• Working knowledge of SAP or 1ERP

• Expertise in MS Word, Excel, and PowerPoint

• Masters degree and 13+ years of supply chain, contracts, business management or related experience.

This position reports to Baltimore, MD, USA, however, this position can also be worked from Unknown, VA, VA, USA.

Salary Range: $114,600 USD - $199,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
