Northrop Grumman Mission Systems is looking for a qualified candidate to support our International Long-Range Air & Defense (LRAD) and Life Cycle Sustain Operations (LCSO) departments. This role will give the opportunity to support many different radar technology programs across multiple product platforms, as well as domestic and international clients.

The successful candidate will possess exceptional leadership, communication and writing skills as well as identification of risk mitigation techniques and problem-solving skills. Source and procure specialized goods and services. Initiate Requests for Quotations and Proposals, analyzing proposed pricing (quotes) from potential suppliers. In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules. Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users to ensure specifications are appropriate for the services or products required. Identify opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations. Issue purchase orders. Manage performance of purchase orders, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employ sound business practices and assess supplier performance as part of follow-up activities. Ensure that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Review and approve supplier payment as needed. Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency, and continuous improvement. The successful candidate must also have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments). Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received.

 

Essential responsibilities:

  • Support the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Frequent use and general knowledge of industry practices, techniques, and standards. General application of concepts, and principles. Demonstrates the skill and ability to perform complex professional tasks.
  • Develop solutions to a variety of problems of moderate scope and complexity.
  • Responsible for source selection from contract proposal to execution phases 
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepare bid packages, conducts bidders teleconferences, conducts competitions for new and best value sources, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Contribute to the development of new concepts, techniques, and standards.
  • Manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
  • Employ sound business practices and assesses supplier performance as part of follow-up activities
  • Attend program meetings and may be required to present to groups.  Must be able to work independently and have strong organizational skills.
  • Must be knowledgeable of the FAR/DFARS and processes and/or procedures required to be followed in order to be in compliance with FAR/DFARS.
  • Assist with development and presentation of team training content
  • Serve as a senior co-worker, review purchase order packages for completeness and compliance
  • Ability to work autonomously
  • In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manage and develop strategic/key suppliers

Basic qualifications:

  • Bachelor’s Degree from an accredited institution in Business Management, Supply Chain Management, Logistics, Finance, or other related fields
  • 10+ years of professional experience with a Bachelor’s Degree in supply chain management, business and financial planning, contracts administration, project management, logistics, manufacturing, or other related fields, or 8+ years relevant industry experience with a Master’s Degree.
  • Exceptional verbal and written communication skills
  • Exceptional strategic, innovative, and critical thinking skills
  • Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experience
  • Experience with training and mentoring other team members
  • Experience presenting to a variety of audiences, including senior leadership, internal and external stakeholders.
  • Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle.
  • Ability to support FAR / DFAR related compliance audits
  • SAP database experience
  • Advanced Excel skills including pivot tables, macros, advanced formulas and building reports
  • Strong Proficiency in MS Office suite
  • Must be a US citizen

Preferred Qualifications:

  • The ideal candidate possesses exceptional time management and organization skills; Ability to keep multiple priorities moving forward
  • Experience with Power BI Report Server and/or Tableau and the ability to interpret the data to drive process improvement to support Supply Chain Key Performance Indicators (KPIs)
  • Certified Supply Chain Professional (CSCP) accredited by the Association for Supply Chain Management (ASCM), or Certified Professional in Supply chain Management (CPSM) accredited by the Institute for Supply Management (ISM)

This position reports to Elkridge, MD, USA, however, this position can also be worked from Unknown, VA, VA, USA.


Salary Range: $97,300 USD - $153,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
