Northrop Grumman Space Systems is seeking a Manager 3 Supply Chain Programs. Candidate must be able to relocate/commute to Cincinnati, OH, and Dallastown, PA, areas (will require coverage of both, so can choose which area from which to base); estimate 50% travel.

Responsibilities:

  • Manages and coordinates with supplier teams composed of engineers, program management, production, quality and procurement personnel
  • Defines scope requirements for each service to be procured and ensures alignment of content and supplier capabilities
  • Defines and manages cost and schedule targets to achieve program and business objectives
  • Performs as the on-site total integrated product team (IPT) lead for two key subcontract suppliers and the associated subcontractor procurements and production
  • Monitors daily supplier operations and actively assists/provides in-scope, technical direction to suppliers as required
  • Determines the risk basis and value for the contracted products and manages mitigation plans
  • Coordinates/leads all supplier design, manufacturing, and program reviews, including the necessary levels of Northrop Grumman Space Sector (NGSP) participation
  • Functions as supplier Change Board interface for all anticipated, proposed, and released changes
  • Ensures supplier compliance with all elements of the relevant SOWs and subcontracts
  • Ensures recovery plans are put in place for any / all erosion to schedule milestones
  • Ensures accurate Estimates at Complete (EACs) and material receipt forecasts
  • Leads solicitations for proposals, review of proposals, and supports supplier negotiations

Basic Qualifications:

  • Bachelor’s degree in technical, manufacturing, supply chain or business field
  • At least 10 years of experience managing suppliers in an industrial manufacturing environment
  • Must be able to relocate/commute to Cincinnati, OH, and Dallastown, PA, areas (will require coverage of both, so can choose which area from which to base); estimate 50% travel
  • Experience leading a project and/or driving performance against cost and schedule
  • Must be able to analyze, comprehend, clearly communicate and help resolve technical, cost and schedule issues
  • Able to provide a clear example of self-directed work activity in a location remote from the rest of the IPT
  • At least two years of experience as a buyer, contracting agent or materials planner
  • Familiar with FAR/DFAR related to supplier management
  • Capable of leading Subcontract Management Team (SMT)
  • Willingness/ability to travel to Roy, Utah, for program reviews, etc.

Preferred Qualifications:

  • Masters in technical, manufacturing, supply chain or business field
  • Experience with & robust knowledge of Earned Value Management Systems (EVMS)
  • Existing DoD clearance
  • Familiarity with managing aerospace/defense manufacturing suppliers
  • Experience developing, implementing and managing supplier quality at a supplier site

This position reports to Dallastown, PA, USA, however, this position can also be worked from Cincinnati, OH, OH, USA.


Salary Range: $137,200 USD - $205,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
