Northrop Grumman Space Systems Sector is seeking a Supply Chain Subcontracts Specialist for our Tactical Space Systems Division. The person hired will be part of the proposal team, supporting the supply chain portion of the Tactical Space Systems Division’s proposals to government and commercial customers.  They will prepare and send NDAs and RFPs, evaluate supplier proposals, negotiate price, terms and conditions, delivery schedules, and coordinate with the technical team to resolve technical issues. The person hired must have a demonstrated ability to be proactive and self-motivated and be able to prioritize and track multiple tasks, following-up and communicating status.  The person will interface with suppliers across the globe as well as stakeholders within Northrop Grumman in areas such as Supply Chain Management, Engineering, Pricing, Contracts, and Program Management

This is a hybrid position that will be 95% remote, but may require occasional trips to the Dulles, VA site.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Job Responsibilities:

  • Prepare Request for Quotation Proposal (RFP) and identify sources eligible to receive RFPs for complex and/or non-routine procurement requirements.
  • Prepare Non-Disclosure Agreements (NDAs) and negotiate any requested changes, coordinating with Legal, International Trade Compliance, and Information Security as needed.
  • Evaluate suppliers' proposals for compliance with RFP and fact find suppliers' proposals.
  • Co-lead in the source selection team for competitive procurements.
  • Perform cost and/or price analyses to determine price reasonableness. Negotiate with suppliers on price, schedule, and terms and conditions, and any other contractual requirements. May lead negotiations with supplier.
  • Document files as required per Northrop Grumman policy and prime solicitation requirements.

Basic Qualifications:

  • A bachelor's degree from an accredited university and 3 or more years of supply chain, planning, or closely related experience -OR- master's degree from accredited university and 1 year or more years of supply chain, planning, or closely related experience. Four additional years of experience may be considered in lieu of the degree.
  • Knowledge of Indirect Commercial procurements, specifically related to construction or general facilities management.
  • Knowledge of government acquisition process with a strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements, such as Defense Federal Acquisition Regulations (DFARS), NASA (NFS).
  • Microsoft Office Suite (Word, Excel, Powerpoint).

Preferred Qualifications:

  • Experience with Deltek Costpoint.
  • Basic Word, Excel, and PowerPoint skills
  • Self-Starter with problem solving skills.

This position reports to Dulles, VA, USA, however, this position can also be worked from Unknown City, VA, VA, USA.


Salary Range: $63,800 USD - $105,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
