Northrop Grumman’s Office of the CIO seeks a talented, motivated, and creative Senior Information Technology Program Manager to support the Mission Systems Sector’s Northrop Grumman Microelectronics Center (NGMC), responsible for supporting the Space Park Foundry. This role is in Redondo Beach, CA and requires a full-time on-site presence. The ideal candidate should bring a diverse perspective to the team and enhance the overall experience of the organization, with proven cross-functional team-building skills to solve unique challenges.
Space Park Foundry - located outside in Redondo Beach, CA - where we design, manufacture, and test semiconductor products for internal and commercial production customers as well as emerging technology programs. Northrop Grumman’s Space Park semiconductor foundry is a unique capability supporting a range of production microelectronic devices (Gallium Arsenide, Gallium Nitride, and Gallium Phosphide) and providing leading edge technology development in superconducting electronics. Our devices enable several of Northrop Grumman’s ground-based radars, avionic radars, and space systems. The Senior Information Technology Program Manager will have experience in building, leading or managing agile teams, developing, and documenting business processes and rules. The candidate must be open to learning about manufacturing principles, semiconducting manufacturing, and testing. In this position, you will serve as the crucial link between the Office of the CIO and the senior management of Mission Systems, ensuring that information services align with the business requirements. You will effectively engage with information systems leadership and technical teams to optimize strategies, support customer goals, and provide leadership over information systems activities. This includes strategy development, budget and cost management, proposal development, product and service acquisition and delivery, as well as nurturing relationships and communication activities to ensure timely, cost-effective delivery and customer satisfaction. This will be a hybrid position (mostly on-site collaboration but flexibility to work-from-home). Up to 25% domestic travel may be expected.
Roles and Responsibilities:
- Responsible for reporting status and metrics to Space Park leadership
- Oversee all product activities for a team of developers, employing an AGILE-focused process
- Support funding activities for products in direct benefit of programs.
- Overall responsibility for the cost effective and timely delivery of information services, considering cost, schedule, technical performance, and quality.
- Aligning CIO imperatives with business unit goals
- Responsively addressing day-to-day information services support needs
- Collaborating with information systems service lines and program management peers to effectively allocate resources and achieve key mission priorities

Basic Requirements
- Bachelor’s Degree with at least 9 years of relevant experience OR Master’s degree with at least 7 years of relevant experience, preferably in Information Technology, Information Security, and/or Information Assurance delivery and support.
- Prior agile software team leadership experience
- Experience designing, developing, integrating, verifying, and qualifying software products with software and systems engineering.
- Knowledge of Dev*Ops principles and tools—Specifically Git source control knowledge and Atlassian Suite (Jira, BitBucket, etc) knowledge
- Position requires an active DoD Secret clearance; US citizenship required
Preferred Requirements:
- Led or played a key role in efforts involving Digital Transformation implementation/proliferation.
- Knowledge of Manufacturing Execution (MES), Product Lifecycle Management (PLM), and/or Enterprise Resource Planning (ERP) systems
- Experience in developing applications
- Experience developing BOEs and supporting IMS and IFC planning
- Experience and demonstrated ability to lead technical teams including job analysis, new product design, system architecture, software development, system integration and working with customers and other stakeholders to perform requirement definition.
- Excellent collaboration skills especially within a matrix organizational structure.
- Project Management Professional (PMP) or equivalent certification.
