Northrop Grumman's Enterprise Services organization is seeking a dynamic, innovative IT Program Manager as part NGMS PMO to provide liaison between the Enterprise Services organization and Mission Systems Engineering & Sciences (E&S) and Operations organizations (i.e. manufacturing, quality, and logistics).


In this position the candidate oversees multiple programs and projects in support of the sector's shared enterprise services, IT and program security statement of work. Liaison between enterprise services and sector / program senior management to ensure alignment of enterprise services and IT strategy, proposals, and execution of business requirements. Effectively interact with members of the enterprise services, IT, and sector division and program leadership teams to optimize strategies in support of stated goals and objectives. Provide direction leadership over enterprise services and IT systems activities in support of customer's strategy development and budget and cost management. Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost effective delivery and customer satisfaction. Lead a matrix team. Information services may include the design, development, and analysis encompassing one or more of the following areas of technical expertise: IT systems and strategies, estimating and proposals, requirements development, systems and application integration, program security execution and compliance (including DFAR & Risk Management Framework) and related disciplines.

This candidate will be responsible for managing planning and execution of initiatives requiring Enterprise Services oversight and services in support of the BWI Operations and Engineering and Sciences (E&S) organizations.  Position offers opportunity for significant involvement with digital transformation activities involving manufacturing and engineering systems, solutions, and processes.  The successful candidate will be involved with variety of programs and efforts that are tactical as well as those that are strategic.  Additionally, the candidate will lead the design, development, integration/test and support of information systems and security.  This includes managing the priorities and day-to-day activities for Enterprise Services personnel and resources.


Responsibilities will include, but are not limited to:

  • Overall technical quality and performance, budget, and schedule for IT content on the assigned programs, ensuring sound technical processes in IT in accordance with company policies, procedures, and quality standards. Additionally, the applicant will lead non-recurring and recurring support activities across multiple programs within engineering and/or manufacturing organizations
  • Coordinate with program leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain IT/Cybersecurity solutions to meet program strategic and tactical objectives.
  • Provide direction leadership over enterprise services and IT systems activities in support of customer's strategy development and budget and cost management

This position may be hired at Principal or Senior Principal level, depending on the years experience our selected candidate brings.

Basic Qualifications:

Principal Level

  • Bachelor’s degree and 5 years of IT experience; or a master’s degree and 7 years of IT experience

Senior Principal Level

  • Bachelor’s degree and 9 years of IT experience; or a master’s degree and 7 years of IT experience

Remaining qualifications for both levels

  • Customer Satisfaction and Continuous Improvement experience
  • Proven IT project management experience and demonstrated leadership skills, including planning, scheduling, workload forecasting and proposal development
  • Self-starter and results oriented;  Able to work effectively as part of a team as well as independently
  • US Citizenship is required for this position

Preferred Qualifications:

  • Bachelor’s degree, or a master’s degree, in Information Systems, Systems Engineering, or Network Engineering (or similar STEM related discipline) is preferred
  • A minimum of 1 year of experience as a Project Manager with knowledge in cost, budgets, and schedules
  • Experience or familiarity with computer aided manufacturing equipment is a plus
  • Familiarity with pillar enterprise systems such ERP, MES, and PLM and their functionality
  • Familiarity with manufacturing and engineering homerooms and the disciplines they encompass
  • Previous Enterprise Services Program Manager experience
  • Experience with Agile based practices and Lean Six Sigma methodology
  • Understanding of Continuous Improvement concepts, processes, and tools
  • Results-oriented team player, with the ability to handle a rapidly changing set of projects and priorities while maintaining a strong professional presence
  • Customer-focused with proven leadership and excellent communication skills with ability to drive cross functional teams to action when working in a matrix organization
  • Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environment 
  • Entrepreneurial spirit, and ability to effectively challenge the status quo while providing innovative solutions to complex IT requirements Program Management
  • Active DoD Secret clearance


Salary Range: $92,200 USD - $138,400 USD
Salary Range 2: $114,300 USD - $171,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
