Description

Northrop Grumman Corporate Office (CO), Mission Systems CIO PMO, is seeking an Information Technology Operations Manager. This position will define & execute the Information Technology operations strategy as well as day-to-day IT activity across the organization for Mission Systems sector. The Operations Manager directs and manages all operational activities in his/her assigned area, and contributes to the organization overall strategic direction. The role provides leadership to Service Line Managers, Team Leaders and Sector Program Management Offices, ensuring production objectives and service performance standards are met.

The successful candidate will lead all aspects of implementing innovative information technology (IT) operations that deliver value and enable Office of CIO (OCIO) initiatives. The Operations manager must be able to represent the Organization to OCIO and Sector business facing executives. This position will report to the Director, Engineering and Manufacturing Systems & Infrastructure. 


Position Summary

- Lead the creation and change management of MS CIO PMO operations. This is aligned with ESPDs, and focused on enabling outcomes of the business – cost reduction, efficiencies, speed to market, reuse & application tool simplification across the product domains.

- Be responsible for improving IT operational excellence and controlling costs for services and functions of the MS CIO PMO. Monitor customer satisfaction levels with service delivery and engage resources to assist as required to meet and exceed service level objectives.

- Provide leadership, mentorship, and oversight to ensure that investment and projects are prioritized and maximize business value. Drive strategy and execution toward a common set of tools across all operating units of the sector.

- Create and implement both short and long-term systems strategies to support growth (i.e.,3-year strategy, 1-year operating plan, and 90-day rolling plan).

- Partner with MS CIO PMO leadership and customers


Additional Responsibilities/Duties include:


- Establish relevant metrics and service level agreements to continually improve performance and overall value to the Sector.

- Develop a strong/empowered “Operations” community and governance models for change management across divisions and service lines.

- Drive the prioritization, budgeting, and resource planning of IT work to support MS CIO PMO business objectives and key initiatives and projects.

- Drive global deployment and adoption of information technology solutions across the MS. Maximize the alignment of MS CIO PMO with the OCIO operating model, strategies, and investments.

- Be responsible for management activities including recruiting, development, performance management, compensation, organization and teaming.

- Develop, mentor, and lead a diverse employee base; hire and retain exceptional talent.

- Demonstrate the highest levels of leadership integrity, openness, compliance and honesty in all business interactions.

- Capture and provide monthly operations reporting to support stakeholder communication.

- Manage, monitor and control IT assets to include PCs, Audio/Video, and other related infrastructure.

- Perform business resiliency requirements to ensure vulnerabilities are mitigated

- Coordinate and lead data center strategy for the sector

- Support and champion Future of Work initiatives and objectives

- Provide sector leadership in support of major upgrades, migrations, and deployments such as M365, Linux, MoveWorks.

Basic Qualifications:

- Bachelor’s degree with 10 years of relevant experience in Information Technology delivery and support or master's

degree with 8 years of relevant experience in Information Technology delivery and support.

- Experience providing strategic direction in Information Technology products, processes, applications, and technology.

- Proven experience managing projects, budgets and schedules.

- Experience with developing proposals and project statements of work for external bid and competitive differentiation.

- Demonstrated ability to independently prioritize, plan, and execute work tasks in a rapidly changing, fast-paced environment while maintaining high quality results.

- Demonstrated ability to pro-actively identify issues and solutions to those issues, and drive issues rapidly to closure.

-Experience in identifying systemic technical and service delivery challenges affecting the service delivery; engage constructively to identify solutions.

-US Citizenship is required for this position, in addition to the ability to obtain a DoD Clearance following hire.


Preferred Qualifications

- Demonstrated business, financial and management skills.

- Proven experience with financial budget ownership.

- Prior experience managing a portfolio of diverse and complex IT projects.

- Demonstrated ability to communicate, present and collaborate with senior level executive leadership.

- Customer-focused with proven interpersonal and leadership skills, excellent verbal and written communication skills, and a strong willingness to learn.

- Excellent collaboration skills especially within a matrix organizational structure.

- Active DOD Secret Clearance with ability to obtain Top Secret Clearance or SAP/SAR program clearance.


Salary Range: $153,000 USD - $229,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
