Northrop Grumman Defense Systems sector (NGDS) is seeking a Network Communications Manager 1 to join our growing team of diverse professionals supporting our III Corps Mission Command Training program at Fort Bliss in El Paso, Texas (FBTX). The Network Lead will be the Risk Management Framework (RMF) Network Manager and perform information assurance technical (IAT) II and Information System Security Officer (ISSO) Information Assurance Manager (IAM) I duties for Risk Management Framework (RMF) at the FBTX Mission Training Complex.

Responsibilities:

  • Provide oversight and ensure that the other Network Administrators (NA) and System Administrators (SAs) perform their daily duties for the RMF network devices, systems, and servers, Mission Command Information Systems (MCIS) and Servers, Non-Secure Internet Protocol Router (NIPR) Installation Campus Area Network (ICAN), Telephone Control Officers (TCO), and Secure Internet Protocol Router (SIPR) ICAN

  • Update, review, and maintain RMF documentation which includes Security Technical Implementation Guides (STIGs) for Servers, Assured Compliance Assessment Solution (ACAS) suites, Network Devices, Standard Operating Procedures (SOPs) FH MTC RMF Network, Mission Training Complex (MTC), FH MTC Configuration Control Board (CCB), FH MTC COMSEC, Emergency Action Plan (EAP)/Physical & Environmental Protection Plan (PEPP), Media, Destruction, and Sanitization, Physical Security, Information System Security, Property Management and Supply Accountability, and Plans (FT Configuration Management (CM), Contingency, Incident Response, Risk Assessment, Maintenance, Security Education Awareness and Training, Account Access Control, and Audit and Accountability), Type-Authority to Operate (ATO) Policies, Procedures, and other documentation, Business Continuity Memorandums and log, Change Requests and log, Diagrams (building and network), Facility and Fire documentation, and all other RMF related documentation

  • Upload documentation into the Enterprise Mission Assurance Support Service (eMASS) and when required add write-ups for compliant, non-compliant, and not applicable security controls

  • Assist the RMF Information Systems Security Manager (ISSM) and Security Manager with Cyber and Physical Security

  • Partner with the Facility Manager, Security Manager, and Security Specialist to update documentation

  • Perform auditor functions on the RMF servers

  • Perform IAT I, IAT II, and ISSO duties for the SIPR ICAN

  • Update and maintain the SIPR Tenant Security Plan (TSP) which includes the building and room diagrams, exception memorandums, TSP, other required documentation, and maintain the Appendix C inventory

  • Support all MTC users (government, contractor, and military) with SIPR ICAN support which includes hardware, software, and configuration

  • Work with the Fort NEC with SIPR ICAN and user problems

  • Submit remedy tickets

  • Maintain and allow permissions for server shares (groups)

  • Perform duties as the alternate IAT I, IAT II, and ISSO for the NIPR ICAN

  • Review NIPR TSP and supporting documentation before submission

  • Work with the Fort Network Enterprise Center (NEC) with NIPR ICAN and user problems

  • Assist units and coordinate with Fort NEC for exercise and training NIPR connections

  • Review NIPR Internet Service Provider (ISP) supporting documentation before submission

  • Update and maintain documentation for MCIS

  • Coordinate with Program Managers or point of contact for software and hardware issues

  • Request Lightweight Directory Interchange Format (LDIF) unit products

  • Create, verify, and get signed orders, System Authorization Access Request (SAAR) form DD2875s, Acceptable Use Policy (AUP), and Privileged Use Agreement (PUA)/Privileged Access Agreements (PAAs), and track in the Army Training and Certification Tracking System (ATCTS) for NIPR, SIPR, and RMF

  • Work with the Mission Command Training Program (MCTP) and Global Simulation Capability (GSC) organizations for Joint Land Component Constructive Training Capability (JLCCTC) accounts (DD2875s and AUPs)

  • Manage and verify training for all MTC users and technicians in ATCTS

  • Manage training certs and certifications

  • Inform users of all training and certification requirements

  • Update other teams with security compliance information and training

  • Provide reports to the ISSM, Security Managers, and others as required

  • Perform other responsibilities, such as:

    • Troubleshoot hardware and software

    • Assist Fort Hood and other Spoke sites, which may include travel

    • Acan peripherals for viruses

    • Attend exercise meetings and conferences

    • Serve as main point of contact for the Joint Training Enterprise Network (JTEN) and GSC networks

    • Escort Department of Public Works (DPW) facility personnel in secure rooms for maintenance, repairs, and Computer Room Air Conditioner (CRAC) unit filter replacements

  • Work with the ISSM on U.S. Army Materiel Command (AMC), Installation Management Command (IMCOM), and Directorate of Plans, Training, Mobilization and Security (DPTMS) projects

  • Work with the Security Manager and ISSM to ensure Command Cyber Readiness Inspection (CCRI) standards are followed

  • Work with the Security Manager and Specialist to ensure all physical security measures are met

Basic Qualifications:

  • One of the following:

    • High school diploma or GED with a minimum of 10 years of professional and/or military experience

    • Bachelor’s degree with a minimum of 6 years of professional and/or military experience

    • Master’s degree with a minimum of 4 years of professional and/or military experience

  • Valid CompTIA Security+ CE certification

  • Must have an active U.S. Department of Defense (DoD) Secret security clearance

  • Must have administrative knowledge of Microsoft Server 2016/2019, Windows 10, Redhat Linux, and VMware

  • Must be able to obtain computer environment certificate of training for all Operating Systems supported (this can be done on an approved Army site)

  • Must obtain a Cisco Certified Network Associate (CCNA) training on an approved Army site

  • Must understand RMF

  • Employee will frequently move equipment weighing up to 50 pounds around the worksite

  • Must be able to support shifts that occur outside normal working hours to support 24/7 operations during exercise events that may be more than 40 hours per week

  • Must be willing to work on-sit at Fort Bliss in El Paso, Texas

  • Must be willing to travel as required (up to 10% of the time)

Preferred Qualifications:

  • Hold additional COMPTIA ceritifications Network + and A+

  • Vendor certifications for CCNA, Windows, Server, and Redhat Linux

Salary Range: $87,900 USD - $131,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
