Northrop Grumman Defense Systems sector is seeking a Network Communications Manager 2 to join our growing team of diverse professionals at Fort Hood, near Killeen, Texas to support our III Corps program.  The selected candidate will serves as the Risk Management Framework (RMF) Network Manager and perform information assurance technical (IAT) and Information System Security Officer (ISSO) Information Assurance Manager (IAM) duties for RMF.  The employee will provide oversight and ensure that the other network administrators (NAs) and system administrators (SAs) perform their daily duties for the RMF network devices, systems, and servers, Mission Command Information Systems (MCIS) and Servers, Non-Secure Internet Protocol Router (NIPR) Installation Campus Area Network (ICAN), Telephone Control Officers (TCO), and Secure Internet Protocol Router (SIPR) ICAN.

Responsibilities:

  • Updates, reviews, and maintains RMF documentation which includes Security Technical Implementation Guides (STIGs) for Servers, Assured Compliance Assessment Solution (ACAS) suites, and Network Devices, Standard Operating Procedures (SOPs) (FHTX MTC RMF Network, MTC, FHTX MTC Configuration Control Board (CCB), FHTX MTC COMSEC, Emergency Action Plan (EAP)/Physical & Environmental Protection Plan (PEPP), Media, Destruction, and Sanitization, Physical Security, Information System Security, Property Management and Supply Accountability), and Plans (FTHD Configuration Management (CM), Contingency, Incident Response, Risk Assessment, Maintenance, Security Education Awareness and Training, Account Access Control, and Audit and Accountability), Type-Authority to Operate (ATO) Policies, Procedures, and other documentation, Business Continuity Memorandums and log, Change Requests and log, Diagrams (building and network), Facility and Fire documentation, and all other RMF related documentation

  • If the Fort Hood Mission Training Complex (MTC) is selected as the Type-ATO, the selected candidate will upload documentation into the Enterprise Mission Assurance Support Service (eMASS) and when required add do write-ups for compliance, non-compliance, or applicability for all security controls

  • Assists the RMF Information Systems Security Manager (ISSM) and Security Manager with Cyber and Physical Security

  • Works with the Facility Manager, Security Manager, and Security Specialist to update documentation

  • Performs auditor functions on the RMF servers

  • Performs IAT I, IAT II, and ISSO duties for the SIPR ICAN

  • Updates and maintains the SIPR Tenant Security Plan (TSP), which includes the building and room diagrams, exception memorandums, TSP, other required documentation, and maintain the Appendix C inventory

  • Supports all MTC users (government, contractor, and military) with SIPR ICAN support which includes hardware, software, and configuration

  • Works with the Fort Hood NEC with SIPR ICAN and user problems

  • Submits remedy tickets

  • Maintains and allows permissions for server shares (groups)

  • Performs duties as the alternate IAT I, IAT II, and ISSO for the NIPR ICAN

  • Reviews NIPR TSP and supporting documentation before submission

  • Works with the Fort Hood NEC with NIPR ICAN and user problems

  • Submits remedy tickets

  • Assists units and coordinates with Fort Hood NEC for exercise and training NIPR connections

  • Reviews NIPR Internet Service Provider (ISP) supporting documentation before submission

  • Updates and maintains documentation for MCIS

  • Coordinates with Program Managers or point of contact for software and hardware issues

  • Requests Lightweight Directory Interchange Format (LDIF) unit products

  • Creates, verifies, and authorizes orders, System Authorization Access Request (SAAR) form DD2875s, Acceptable Use Policy (AUP), and Privileged Use Agreement (PUA)/Privileged Access Agreements (PAAs), and tracks in the Army Training and Certification Tracking System (ATCTS) for NIPR, SIPR, and RMF

  • Works with the Mission Command Training Program (MCTP) and Global Simulation Capability (GSC) organizations for Joint Land Component Constructive Training Capability (JLCCTC) accounts (DD2875s and AUPs)

  • Manages and verifies training for all MTC users and technicians in ATCTS

  • Manages training certs and certifications

  • Informs users of all training and certification requirements

  • Updates other teams with security compliance information and training

  • Provides reports to the ISSM, Security Managers, and others as required

  • Troubleshoots hardware and software

  • Assists Spoke sites (Bliss, Carson, Sill, Joint Base San Antonio, and Riley), which may include travel

  • Scans peripherals for viruses

  • Attends exercise meetings and conferences

  • Serves as the main point of contact for the Joint Training Enterprise Network (JTEN) and GSC networks

  • Escorts Department of Public Works (DPW) facility personnel in secure rooms for maintenance, repairs, and Computer Room Air Conditioner (CRAC) unit filter replacements

  • Works with the ISSM on U.S. Army Materiel Command (AMC), Installation Management Command (IMCOM), and Directorate of Plans, Training, Mobilization and Security (DPTMS) projects

  • Works with the Security Manager and ISSM to ensure Command Cyber Readiness Inspection (CCRI) standards are followed

  • Works with the Security Manager and Specialist to ensure all physical security measures are met

Basic Qualifications:

  • One of the following:

    • Bachelor’s degree with a minimum of 10 years of network experience

    • Master’s degree with a minimum of 8 years of network experience

  • CompTIA CASP or Security + CE certification

  • Must hold an active U.S. Department of Defense (DoD) Top Secret (TS) Sensitive Compartmented Information (SCI) security clearance

  • Must have administrative knowledge of Microsoft Server 2016/2019, Windows 10, Redhat Linux, and VMware.  Obtain computer environment certificate of training for all Operating Systems supported.  (This can be done on an approved Army site.)

  • Obtain a Cisco Certified Network Associate (CCNA) training on an approved Army site

  • Must understand RMF

  • Employee will frequently move equipment weighing up to 50 pounds around the worksite

  • Must be able to support shifts that occur outside normal working hours to support 24/7 operations during exercise events that may be more than 40 hours per week

  • Must be able to work on-site at Fort Hood in Texas

  • Must be able to travel as needed (up to 25% of the time)

Preferred Qualifications:

  • Hold additional COMPTIA certifications (Network+, A+, etc.)

  • Vendor certifications for CCNA, Windows, Server, and Redhat Linux


Salary Range: $105,600 USD - $158,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
