The Manager of Software Development will provide functional management duties for Professional Services members of the NextGen Product Lifecycle Management (PLM) department. The department is responsible for application software development, maintenance, and deployment to various production environments. Day-to-day assignments for the staff will be performed by project managers with staff provided by software OEMs and/or professional services firms. In additional to managing the Professional Services team, the selected manager will engage with software providers to forge strategic relationships, plan and execute events, assist with the negotiation of licensing agreements and various projects are needed. The supplier engagement component will focus on providers of Engineering and Manufacturing solutions that enable the full Digital Thread including integration between applications.

The selected applicant will be the functional manager for Professional Services employees (aka contractors) assigned to the Product Lifecycle Management (PLM) department.

Additionally, duties may include any of the following:

• Managing special projects that may include Supplier related activities such as engagement, internal event planning, and development/support of enterprise agreements. Other project types may include department operations, and tactical project execution.
• Strategic Supplier Engagement activity including creating and renewing various type of supplier agreements.
• Create, and manage the required Purchase Orders necessary for the engagement and support from our strategic suppliers.
• Create various Operations reports on a regular schedule
• Assist in department process and procedure development
• Assist with special projects, as needed.

Deliverables are produced by ensuring requirements and funding are adequately acquired, and interorganizational dependencies are coordinated with other organizations and Security. Duties include:

• On-board, off-board, and supervise Professional Services personnel (aka Contract labor) including relevant paperwork, badging coordination, and equipment assignment/return
• Perform compliance reviews of Software development licenses and maintain compliance information.
• Develop positive working relationships with internal customers, peers, and technology suppliers.
• Establish an inclusive culture within a diverse environment, which includes remote professionals.
• Foster an environment for individual development, effective performance management, open communication, financial management, and utilization.
• Ensure the team follows Northrop Grumman Corporate organizations policies and procedures, making sure that all information is accurate and complete in support of those policies and procedures.
• Effectively communicate with program management teams, the Enterprise Services Program Management Office Team, the Information Technology Organization, and customer representatives.
• Perform interviews and complete the selection process for new candidates, while developing and maintaining a talent pipeline.

Basic Qualifications  

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

• 5+ years of relevant software development or implementation experience with a bachelor’s degree in: Management Information Systems, Information Systems, Computer Science, Computer Engineering, Data Science, Software Engineering, or related discipline.
• Required Technical skills: usage of Agile development practices
• Demonstrated understanding of Digital Thread and Fabric concepts
• Excellent communication skills and able to quickly learn new concepts and business processes.
• Ability to follow or create established development and administration processes
• Demonstrated people leadership experience
• Must be US Citizen and capable of obtaining a DoD Secret Clearance 
• Demonstrated experience using, or implementing, or supporting Digital Thread Tools such as: CAD, Requirements, MBSE, PLM, Analysis (ex: CAE, Mission Engineering, Software), ERP, MES, etc.

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

• Teamcenter and/or eQube Production Development or administration and support experience
• Experience working with Software Vendors to implement software, negotiate purchase agreements, influence product development
• DevSecOps Pipeline Development and maintenance
• Project Management certifications (CAPM/PMP/PMI-ACP) or demonstrated experience
• Experience with integration technologies, data migration strategies and experience with analytical reporting tools.
• Master’s Degree in MSIS, MIS, Data Science, Computer Science, MBA with Information Systems, or equivalent, emphasis, Systems Engineering
• Active DoD Secret Security Clearance

This position reports to Unknown City, UT, USA, however, you are able to work from any of the additional 5 locations listed above.

Salary Range: $134,400 USD - $201,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
